Background The International Boundary and Water Commission, United States Section (IBWC) is responsible for applying boundary and water treaties between the United States and Mexico. This solicitation is for Security System Maintenance, Repair, and Replacement Services at the Lower Rio Grande Valley (LRGV) facilities, specifically at the Mercedes Field Office, Anzalduas Dam, and Retamal Dam. The goal of this contract is to ensure ongoing operational functionality of security systems critical to the agency's mission. Work Details The Contractor shall provide all labor, materials, equipment, tools, transportation, supervision, software support, licensing, and expertise necessary to perform maintenance, repair, and like-for-like replacement of security system components. Supported systems include Physical Access Control Systems (PACS), Closed-Circuit Television (CCTV), Network Video Recorders (NVR), Intrusion Detection Systems (IDS), and the CCURE 9000 Security Management System. Specific tasks include: maintaining and troubleshooting systems; ensuring software updates; providing loaner equipment; performing annual inspections; coordinating site surveys; maintaining IDS functionality; responding on-site within eight hours of notification; and documenting all services performed. The Contractor must also maintain cybersecurity compliance and provide a Quality Control Plan. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance Services will be performed at the following locations: Mercedes Field Office (325 Golf Course Rd., Mercedes, TX 78570), Anzalduas Dam (Anzalduas Dam Road, Mission, TX 78572), and Retamal Dam (approximately 16 miles southeast of McAllen, TX). Bidder Requirements Bidders must be small businesses as this solicitation is set aside for 100% small business participation. Contractors must ensure that all personnel accessing secured facilities are U.S. persons and comply with Personal Identity Verification procedures. Additionally, bidders must demonstrate successful past performance on similar projects with at least three relevant references. Technical Approach - Quote must demonstrate the technical approach by providing a narrative addressing all the items in the scope. The narrative shall at a minimum include your plan of action, equipment, key team members, and schedule. Past Performance Quotes shall demonstrate successful past performance of at least 3 three (3) references for similar projects. The information shall include name of person, company, phone number, email address, and brief description of the project. Offerors shall meet or exceed and specifications and scope of work of items being quoted. Failure to submit required technical approach and past performance will deem a proposal non-responsive and no consideration for award will be given. Offerors must ensure annual representations are current in SAM.gov. Under RFO streamlining, the CO will not consider SAM representations derived from legacy provisions not included in this solicitation (e.g., 52.222 25; 52.212 3(d)).
