Background The Army Contracting Command - New Jersey (ACC-NJ) is seeking to procure commercial grounds maintenance services for the 99th Readiness Division (RD). This contract aims to maintain healthy grass, trees, shrubs, and plants while ensuring a clean and professional appearance across multiple U.S. Army Reserve Center (USARC) facilities in Pennsylvania. The goal is to identify small business concerns for potential competitive procurement under a Firm-Fixed-Price (FFP) contract. Work Details The contractor shall provide all personnel, supplies, supervision, tools, materials, equipment, transportation, and other non-personal services necessary for grounds maintenance. Key tasks include: - Maintaining grass at specified heights (2-3 inches), mowing every 14 days or as directed. - Edging along sidewalks and gardens. - Trimming around various structures. - Conducting spring and fall cleanups. - Maintaining visually prominent planting beds free of weeds. - Pruning trees and shrubs twice a year. - Ensuring all debris is removed off-site. - Providing photographic evidence of completed work. The contractor must also adhere to quality control measures and maintain effective communication with the designated government representatives. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance Services will be performed at five U.S. Army Reserve Centers in Pennsylvania: Butler USARC/AMSA #110 S-S (PA013), Greensburg USARC (PA042), Kittanning USARC (PA055), New Kensington Memorial USARC/BMA 106 (PA067), and PVT Sterling L Morelock USARC (PA079). Bidder Requirements Bidders must ensure that all employees can communicate in English and possess sufficient experience and training to comply with contract requirements. The contractor must provide a list of employees to the government representative prior to the start of work. All contractor personnel must complete AT Level I awareness training within 30 days of contract start date. Additionally, contractors must comply with security regulations when entering government facilities.
