Summary (Newest Update)

Background The United States Coast Guard (USCG) Aviation Logistics Center (ALC) is conducting market research to seek sources that can provide or manufacture a Mobile Dehumidification Unit (MDU). This RFI is issued solely for informational and planning purposes, and the Government is not at this time seeking proposals or quotes. The goal of this contract is to identify potential solutions and commercial products in the market that meet the specified requirements. Work Details The requested MDU must meet the following specifications: - **Performance & Airflow**: 300 cubic feet per minute (CFM) of processed air; reduces relative humidity (RH) within aircraft to 30-40% within 1 hour; automatically regulates supplied RH air regardless of ambient temperature/humidity once docked; maintains 30-40% RH for a minimum of 8 hours per day; includes test ports for process airflow. - **System Operation**: Electric reactivation of dehumidifier; closed loop system; doors and access panels gasketed with neoprene; maximum noise level of 85 decibels @ 0 feet while operating. - **Mobility & Dimensions**: Mounted on a mobile roll-around pushcart with handle/handrail; maximum dimensions: 72 inches (H) x 33 inches (W) x 72 inches (L); must fit through standard industrial personnel hangar doors; includes parking brake(s). - **Storage Features**: Enclosure for duct and adapter storage; power cord hangar for storage/movement. - **Electrical & Safety**: Rated for indoor use; UL or ETL listed/approved electrical equipment; all electrical components/connections mounted above 18 inches from floor level for NFPA Class I, Div. 2 environments. - **Power Requirements**: Supports two standards: 208-240vac/3ph/60hz and 440-480vac/3ph/60hz @ 60 amps maximum. - **Power Cable**: Standard power cable length of 50 feet, with an option to increase to 100 feet based on location. - **Inlets & Interface**: Standard 8-inch process air inlet and outlet, with optional reducer from 8-inch to 4-inch hoses. - **Paint & Coating**: Cart painted with white polyurethane coating, conforming to commercial practices and guidelines. - **Rust Proofing**: Tropical rust proofing required due to high humidity/salt spray conditions. - **Transportability**: Capable of transport by commercial trailers, trains, and marine vessels without damage or deformation. Period of Performance The geographic location(s) the product will be delivered to or performed at Place of Performance Delivery location specified as Elizabeth City, NC. Bidder Requirements Responses should include company name, address, telephone number, CAGE code, point of contact (POC), model number of the MDU that meets specifications, and documentation detailing specifications, capabilities, and certifications. Companies must indicate their size status (large or small business), any certifications under the Small Business Act, HUBZone status, woman-owned status, Service-Disabled Veteran-Owned status, GSA schedule listings, warranty details for the product offered, project delivery schedule for the first unit and expected production rates. Incumbent Analysis (see Incumbents section for more detail) This opportunity for a Mobile Dehumidification Unit (MDU) appears to have a confirmed incumbent, with Logis-Tech awarded contract 70Z03823PD0000084 for $813,105 (08/02/23–05/28/24) for the purchase of aircraft dehumidification carts. Additional closely related awards to Logis-Tech include evaluations, repair/upgrade, replacement parts, and TT&E for mobile aircraft dehumidification carts used to maintain relative humidity around USCG aircraft systems, which aligns with the current requirement’s focus on mobile dehumidification performance and docked operation.
