Professional Engineering Consulting Services for Group 1139 Buffalo Waterfront Connectivity

Background

The City of Buffalo Department of Public Works (DPW) Division of Engineering is issuing a Request for Proposals for Professional Services for Group 1139. This initiative is funded by the New York State Department of State through the Local Waterfront Revitalization Program (LWRP) aimed at enhancing intersection improvements along Tonawanda Street near Riverside Park. Work Details

The project entails professional services to design intersection improvements at four intersections along Tonawanda Street: Crowley Avenue, Esser Avenue, Roesch Avenue, and Vulcan Street. Specific elements to be addressed include: - Improved safety, accessibility, and connectivity - Speed reduction - Wayfinding - Green infrastructure - Transit and bicycle facilities - Pedestrian traffic signals The scope of work includes tasks such as data collection and analysis, existing conditions report preparation, schematic design development, public meetings for stakeholder engagement, preliminary design creation with cost estimates, and final project summary reporting. The total estimated value of the contract is $123,288.

The contract period will commence in Summer 2026 with a grant contract end date of August 31, 2029.

Bidder Requirements

Bidders must comply with MBE/WBE goals defined in Mayor Brown’s Executive Order #16-04. The project has a goal of 30% M/WBE participation including sub-goals of 15% MBE and 15% WBE utilization. Additionally, bidders must provide proof of insurance as specified in the RFP including: - Workman's Compensation & NYS Disability Insurance - General Liability Insurance with a minimum limit of $2 million per occurrence - Automobile Liability Insurance with a minimum limit of $1 million per accident - Professional Liability Insurance with a minimum limit of $2 million.
