The South Carolina Department of Public Health (DPH) is seeking proposals for a Statewide Emergency Medical Services Electronic Data Reporting System. This initiative aims to enhance the quality and efficiency of emergency medical services across the state by implementing a comprehensive electronic patient care reporting system that complies with national standards. The DPH is responsible for regulating and licensing ambulance services, training EMS personnel, and ensuring the effective delivery of emergency medical care.
The contractor will provide an Internet-based Software-as-a-Service (SaaS) EMS information system that collects data on each electronic Patient Care Record (ePCR) made within the state using the latest National EMS Information System (NEMSIS) standards. Key requirements include: - Initial system setup including agency rosters, personnel records, and geographical information. - Hosting of system hardware and software while ensuring compliance with HIPAA security standards. - Development of a data analytics platform for real-time EMS data analytics, syndromic surveillance, geospatial visualization, interoperability with state databases, role-based access security, and automated reporting. - Provision of a finalized Security, Privacy, and Confidentiality Plan within 30 days of contract execution. - Training for approximately 40 administrators and users through onsite and webinar sessions. - Maintenance of current reporting portals related to opioid crisis management. - Compliance with all current NEMSIS requirements and future updates.
The contract is estimated to start on December 11, 2026, and will run until December 10, 2033. It includes a two-year initial term with five optional one-year renewal terms.
