Background

The City of Santa Monica is seeking proposals from qualified firms to manage and report credits generated through the California Low Carbon Fuel Standard (LCFS) program. This initiative aims to maximize revenue generation from the City’s electric vehicle (EV) charging stations, which are part of California's efforts to reduce carbon intensity in transportation fuels. The City currently operates approximately 35 networked fleet and public chargers and plans to expand this number significantly in the coming years.

Work Details

The selected contractor will be responsible for managing all LCFS reporting requirements for City-owned networked EV charging stations. This includes registering clean fuel assets with the California Air Resources Board (CARB), collecting usage and fuel transaction data, reporting electricity usage to CARB to optimize LCFS credit generation, and managing the monetization of LCFS credits. Specific tasks include marketing and selling credits, remitting the City's portion of proceeds, providing transaction details to the City, complying with CARB reporting requirements, and staying updated on any changes to these requirements. Additionally, optional services may include the purchase, marketing, sale, and payment of Renewable Energy Credits (RECs). Deliverables include quarterly LCFS reports submitted to both CARB and the City detailing kWh reported per site, pricing of sold credits, revenue breakdowns, and quarterly revenue transmissions via wire transfer.

Period of Performance

The contract will be for a firm-fixed term of five (5) years at the City's discretion.

Place of Performance

Services will be performed within the jurisdiction of Santa Monica, California.

Bidder Requirements

Proposers must comply with specific business license requirements depending on their physical location relative to Santa Monica. Contractors providing services exceeding $54,200 must adhere to the City's Living Wage Ordinance. Proposals must also include certifications regarding non-discrimination policies and compliance with various legal requirements.
