Background The Department of Veterans Affairs (VA) is issuing this solicitation for annual fuel testing and tank cleaning services at the Fort Harrison VA Medical Center. The goal of the contract is to ensure that diesel fuel storage tanks meet quality standards and are maintained in compliance with applicable regulations, thereby supporting the VA's mission to provide high-quality care to veterans. Work Details The contractor shall provide all services, materials, labor, supervision, safety planning, certification, expertise, tools, and equipment to perform diesel fuel testing and tank cleaning. Required services include: 1. Annual Fuel Quality Testing on seven diesel fuel storage tanks using ASTM standards. Tests must include: Flash Point, Water and Sediment, Distillation, Viscosity, Sulfur, Cetane Index, Cloud Point, Density/API Gravity, Thermal Stability, Pour Point, Free Water, Trace Metals, Microbial content, and Visual Appearance. 2. As Needed Fuel Remediation for tanks showing unacceptable test results to meet ASTM D975 standards. 3. Cleaning tanks using a High Velocity Recirculation & Filtration System to remove contamination such as water bottoms, sediment, gums, microbes, and oxidized fuel. 4. Adding biocides as required with prior approval from the Fort Harrison maintenance supervisor or VAMC Point of Contact (POC). 5. Performing up to three additional fuel quality tests per calendar year for remediated fuel as needed. Period of Performance The contract will be performed over a base period starting from July 1, 2026 to June 30, 2027 with options for additional periods extending through June 30 of subsequent years. Bidder Requirements Bidders must demonstrate technical capability in providing fuel testing and tank cleaning services according to the specifications outlined in the Statement of Work. They should also have relevant past performance experience in similar services within the last three years.
