Background

The Illinois Department of Corrections (IDOC) is seeking to address an urgent need for commissary items due to the absence of a long-term contract for statewide commissary services. Work Details

Union Supply Group will provide approved commissary items necessary for the continued operation of correctional facilities. This includes sales of food, clothing, hygiene products, personal care items, and electronics to individuals in custody and correctional facility employees. The vendor was selected based on its operational capacity, established distribution network, and specialized experience in providing large-scale commissary services within a correctional environment.

Period of Performance

The emergency purchase is effective immediately and will continue until a long-term contractual solution is implemented. The contract was communicated to the vendor to start work on May 29, 2026.

Place of Performance

The services will be performed statewide across various correctional facilities in Illinois.

Bidder Requirements

The agency has made efforts to include contractors certified under the Business Enterprise Program (BEP) in the emergency procurement process. However, due to the immediate nature of the operational need and limited availability of certified vendors with the necessary capacity and experience, establishing new subcontracting arrangements was not feasible at this time.
