Leachate Pre-Treatment System for PFAS Compliance

A recent meeting document Winnebago County Solid Waste Management Board Packet 2026-06-03 indicates a future potential acquisition Recent Wisconsin legislation (PFAS bills) requires the County to be actively pursuing a Leachate Pre-treatment System or demonstrate that there is no need for such a system by the end of 2032. The 2027-2031 Strategic Capital Plan allocates $3,475,000 for an onsite PFAS leachate treatment system, with a consultant study in 2026 to assess potential treatment system(s), pilot testing in 2027, and planning and construction to follow. This is a direct response to emerging contaminant regulations and will require outside consulting, engineering, and construction services for system design, pilot testing, and implementation.
