The City of Bellingham is seeking consulting firms with expertise in Civil Design to prepare preliminary engineering design for the Downtown Signalized Intersection Accessibility and Safety Improvements Project (ET037-Federal Aid Project-00S(748)). The consultant will be responsible for: - Improving signals and related infrastructure at three downtown intersections: Railroad Ave. with Magnolia St., Holly St., and Chestnut St. - Signal reconstruction - Installation of curb extensions - ADA improvements - Related utility modifications - Collecting survey data for the areas shown within the project vicinity map - Assessing permitting needs, performing environmental reporting as needed, and assisting the City in acquiring necessary permits for CN obligation (including NEPA, cultural resources, etc.) Who is Requesting: The City of Bellingham is issuing this Request for Qualifications (RFQ 30B-2026) for the above project.
