Background Moore Air Base has been a critical hub for sterile insect dispersal operations for over 60 years, supporting an average of ten daily flights with small aircraft that currently use low lead-grade aviation fuel. The Secretary of Agriculture has designated this base as essential for New World Screwworm (NWS) operations to prevent infestations affecting livestock and humans. To support the modernization of the MexFly fleet and new production facilities, updated fuel infrastructure is necessary, specifically the installation of two Jet A fuel storage tanks. Work Details The project scope involves the design-build services for two new 30,000-gallon Aboveground Storage Tanks (ASTs) for Jet A fuel operations. The contractor will be responsible for: - Furnishing all labor, materials, equipment, and services necessary to provide complete AST systems compliant with federal, state, and local regulations. - Designing and constructing foundations and structural anchoring. - Installing double-wall fire-protected Jet A fuel tanks with accessories including manway access hatches, tank vents, saddles or supports, flame arrestors on vent lines, overfill protection valves, and spill containment basins. - Implementing level measurement and alarm features such as mechanical tank gauges and high-level alarm systems. - Ensuring environmental and safety controls including bonding connections and sample ports for fuel testing. - Providing a pumping and fuel delivery system with filtration, flow control, and metering components. - Supplying all electrical components necessary for full system functionality including relays, motor starters, alarm circuits, control panels, and grounding equipment. All construction must follow approved documents to minimize disruptions to flight operations. Period of Performance The contractor is expected to commence work within 10 calendar days after receiving the notice to proceed (NTP) and must complete all work ready for use no later than 140 days after NTP. With the establishment of new production facilities and the planned modernization of the MexFly fleet, updated fuel infrastructure is now required. To meet these operational demands, two Jet A fuel storage tanks must be installed to support contracted aircraft for New World Screwworm (NWS) sterile fly dispersal, as well as future aircraft to be procured for continued MexFly missions. The Secretary of Agriculture has designated Moore Air Base as a critical production site for NWS to help prevent the spread of infestation to livestock and potential human hosts. To support this expanded mission, upgraded fuel storage capability is essential for upcoming flight operations. The base's existing AvGas LL100 supply is incompatible with the Beechcraft King Air Model 90, the aircraft selected for NWS dispersal. Jet A fuel will also be required for the future Cessna 208 aircraft planned to replace the current Cessna 306 fleet used in MexFly dispersal operations. Solicitation documents are posted below. The New World Screwworm program is among USDA's highest priorities, so if competitive quotes come in that well exceed the given magnitude, it's still likely that this project would be fully funded.
