Retamal Dam Building and Generator

Summary: Background The United States Section of the International Boundary and Water Commission (USIBWC) is issuing a Solicitation for the Design-Build of the Retamal Dam Emergency Generator and Building. The purpose of this contract is to replace the non-functioning emergency generator at Retamal Dam, which is critical for the dam's operations. The new generator will be housed in a metal building on a new concrete pad, equipped with a modern diesel fuel tank. Work Details The construction tasks include site preparation, inspection of all systems and structures, disposal of debris and construction waste, and quality control testing. The contractor must adhere to specific working hours from 7:00 am to 3:30 pm, Monday through Friday, and must coordinate access through USIBWC levees. Workers are required to have identifying vehicles when working in the area due to Border Patrol presence. Additionally, contractors must avoid US Fish and Wildlife property adjacent to the dam. A warranty of at least 5 years is required for the generator and automatic transfer switch, while shingles/roofing and roof systems require a warranty of 20 years. Period of Performance The geographic location(s) the construction projects will be performed (if provided) Place of Performance The construction projects will be performed at Retamal Dam located in Mercedes, Hidalgo County, Texas. Bidder Requirements Bidders must provide performance and payment bonds as specified in Section IBWC.01. They are also required to have liability insurance and builders risk insurance as outlined in Sections IBWC.02 and IBWC.03 respectively. Contractors must comply with safety standards (IBWC.08) and submit technical data as per requirements (IBWC.05). A completed Form 358 is necessary prior to attending the pre-bid site visit.
