Summary: Background The National Park Service (NPS), specifically the Interior Regions 3/4/5, Ohio Major Acquisition Buying Office, is issuing a Request for Quote (RFQ) for the HVAC, Insulation, and Electrical Upgrade project at the St. Croix National Scenic Riverway in St. Croix Falls, WI. The goal of this contract is to enhance the facility's infrastructure by upgrading essential systems. Work Details The project will involve providing all labor, materials, tools, and equipment necessary to complete the following tasks: upgrade the HVAC system, remove and install insulation, and replace the outdated electrical panel. This work is critical to improving energy efficiency and safety within the facility. Period of Performance The contractor shall begin performance within 10 calendar days after receiving the award and must complete all work within 90 calendar days. Place of Performance St. Croix Falls, Wisconsin. Bidder Requirements Bidders must be classified as Total Small Businesses as this project is set aside 100% for small businesses. Contractors are required to furnish performance and payment bonds within 10 calendar days after award. Additionally, bidders must have a Unique Entity Identifier (UEI) number. Incumbent Analysis (see Incumbents section for more detail) The RFQ for HVAC, insulation, and electrical upgrades at St. Croix National Scenic Riverway appears to have a closely related prior contract, 140P6025C0005, awarded to Rusty Bucket Construction for $577,536 (07/18/25–08/15/26) for repair/rehab of the Lower District Maintenance Shop. While the current scope focuses on upgrading HVAC, removing/installing insulation, and replacing an electrical panel, it is still facility-focused construction work at the same site and is consistent with a continuation of maintenance/rehabilitation activities for the maintenance shop infrastructure.
