Mortuary Services Blanktet Purchase Agreement for Minot AFB. Description of work is listed in the attached PWS.

Summary (Newest Update)

Background The Mortuary Affairs Blanket Purchase Agreement (BPA) is issued for Minot Air Force Base (AFB) to establish standards for the operation of Department of Defense (DoD) facilities providing mortuary services. The goal of this contract is to ensure that all Military Service components adhere to the DoD standards for mortuary services, which include the preparation and handling of human remains with respect and dignity. Work Details The contractor will provide mortuary services in accordance with the Performance Work Statement (PWS). Key tasks include: 1. Preparation and embalming of remains per the written instructions of the Person Authorized to Direct Disposition (PADD) or Person Authorized to Effect Disposition (PAED). 2. Compliance with all federal, state, local, and host nation regulations regarding mortuary services. 3. Use of licensed personnel for embalming procedures, including vascular, cavity, hypodermic, and surface embalming. 4. Training requirements for unlicensed assistants who may perform specific tasks under supervision. 5. Quality Control Plan (QCP) to ensure compliance with performance standards and metrics for service delivery. 6. Procedures for receiving remains 24/7 and maintaining physical security at mortuary facilities. Period of Performance The geographic location(s) the contract will be performed (if provided). Place of Performance Minot Air Force Base (AFB), North Dakota. Bidder Requirements Bidders must demonstrate compliance with licensing requirements for embalmers as per state regulations. They must also have a Quality Control Plan accepted by the technical representative within 30 days post-award. Additionally, contractors must ensure that all personnel involved in mortuary services are trained in health and safety protocols relevant to their roles. Incumbent Analysis (see Incumbents section for more detail) This opportunity for mortuary services at Minot AFB appears to have a confirmed incumbent, with two related Funeral Services Support BPAs awarded under FA452821A0003 and FA452821A0004 to Thomas Funeral Service ($136,316) and Thompson-Larson Funeral Home ($74,177) for 06/29/21–07/20/26. The prior awards’ “funeral services support” scope aligns with the current PWS requirements for preparation/embalming, regulatory compliance, licensed embalmer procedures, quality control, and 24/7 receiving and security of remains, suggesting the BPA work is a continuation of the same mortuary services function.
