This Request for Proposal will result in a Single Firm Fixed Price Contract Award for project Flood Mitigation and Site Improvements at Kingston Commons, Federal Law Enforcement Training Center, Glynco GA. This acquisition is an 8(a) competitive acquisition under SBA Requirement Number: 93427 The North American Industry Classification System (NAICS) Code for this solicitation shall be 237990, Other Heavy and Civil Engineering Construction A site visit is scheduled June 10, 2026, at 10:00am at FLETC Building 200. Upon arrival, attendees should report to the commercial gate a minimum of 30 minutes prior to the application screening process, then proceed to Building 200. All personnel who are not currently badged will need to complete and return Day Pass applications for all attendees no later than June 8,2026, at 10:00am to the attention of Project Manager, James Roberts at James.E.Roberts@fletc.dhs.gov Please coordinate receipt of badge applications and submission with Mr. Roberts. Complete Attachment 11, Non-Disclosure Agreement and return to the attention of the Contracting Officer. In addition, request access to the secure documents in SAM. The completed NDA is requierd to obtain access to controlled documents.

Summary: Background This Request for Proposal (RFP) is issued by the Department of Homeland Security for a project titled 'Flood Mitigation and Site Improvements at Kingston Commons' located at the Federal Law Enforcement Training Center in Glynco, GA. Work Details The contractor will be responsible for the construction of a 4,231 linear foot low crested cantilever steel sheet pile floodwall with a reinforced concrete cap around the perimeter of the site. This perimeter wall will be constructed to an elevation of +13.5 ft NAVD88 and will enclose the existing wastewater lift station. The project also includes an optional line item for constructing a new parking lot and associated stormwater drainage system. All work must comply with the project SOW, specifications, and drawings. The contractor must provide all labor, materials, equipment, supervision, and any other necessary work to complete the project ready for use. Additionally, during hurricane season, the contractor must maintain temporary flood barriers (Aqua Dams) in place until they can be replaced by sheet piles within a working week. Period of Performance The contract period of performance is from August 17, 2026 to August 16, 2027. The contractor shall begin performance within 5 calendar days after receiving notice to proceed and complete all work within 365 calendar days. Place of Performance The construction projects will be performed at Kingston Commons, Federal Law Enforcement Training Center located at 1131 Chapel Crossing Road, Glynco GA 31524. Bidder Requirements Bidders must furnish required performance and payment bonds within 10 calendar days after award. Contractors must have appropriate licenses for construction activities as per local regulations. A site visit is scheduled for June 10, 2026; attendees must submit Day Pass applications by June 8, 2026. Offerors are required to provide a statement of compliance regarding subcontractors upon award.
