Background The U.S. Army Corps of Engineers, New Orleans District (CEMVN), is seeking to purchase Fresh/Intermediate Marsh (FM/IM) Essential Fish Habitat (EFH) mitigation bank credits located in the Deltaic Plain. This procurement aims to compensate for unavoidable habitat losses caused by the construction activities associated with the Morganza to the Gulf (MTG) Project within the Louisiana Coastal Zone (CZ). The project is part of CEMVN's broader plan to mitigate impacts on FM/IM habitats resulting from construction activities. Work Details CEMVN intends to acquire FM/IM DCE-EFH credits representing 118 average annual habitat units (AAHUs) necessary for mitigating impacts from the MTG Project. All credit sales must be in increments of 1/10th acre. Eligible mitigation banks must comply with specific qualifications, including being approved by CEMVN and meeting legal and regulatory standards. Proposals must include a completed SF 1449 form, a pricing schedule, a map of the bank location, a signed Mitigation Purchase Agreement, and current ledger information from the U.S. Army Corps of Engineers' RIBITS website. The award will be based on a lowest-price technically acceptable source selection process. Period of Performance The contract will be executed upon award with specific deliverables required within 10 days after contract award. Place of Performance The geographic location for performance is within the Deltaic Plain in Louisiana. Bidder Requirements Mitigation banks must be approved by CEMVN and comply with its Mitigation Banking Instrument and other legal instruments. They must provide habitat types that match those being mitigated and have credits assessed using version 2.0 of the Freshwater Marsh / Intermediate Marsh Wetland Value Assessment Model. Additionally, they must have a duly-recorded perpetual conservation servitude/easement.
