Solicitation: This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR 12. Introduction: The Request for Proposal (RFP) is hereby issued to J C Bamford Excavators Limited (JCB) CAGE: 0JKF0 Large Business by the US Army Contracting Command-DTA. The USG plans to acquire an estimated quantity of 164 Light Capability Rough Terrain Forklifts (LCRTF). This requirement will be FOB Destination. The inspection and acceptance will be at Origin.
The LCRTF performs lifting and materiel handling tasks when it is neither feasible nor economical to use a forklift of greater capacity. The LCRTF is required by the Army to accomplish many tasks, such as clearing landing zones of supplies and equipment, and loading and unloading combat vehicles, aircraft and ISO containers. The Army LCRTF is equipped with an extendable hydraulic boom and other features that allow it to meet Army mission requirements. The LCRTF has a payload capacity of 5,000 pounds threshold, 6,000 pounds objective, at 24-inch load center and 1,765 pounds at maximum reach (horizontally). The Army LCRTF also has a user-friendly drivetrain which enables the LCRTF to be towed by another vehicle. The LCRTF is C-130 air transportable, air droppable, capable of entering, stuffing and un-stuffing the Army family of ISO containers. The Operational Requirements Document (ORD) and Automotive Tank Purchase Description (ATPD)-2392J define the capability or performance characteristics for the LCRTF. The North American Industrial Classification System Code is 333924 - Industrial Truck, Tractor, Trailer, and Stacker Machinery Manufacturing.
Per 10 United States Code (U.S.C.) 3204(a)(1) as implemented by Revolutionary Federal Acquisition Regulation (FAR) Overhaul 6.103-1(b), Agencies may contract without providing for full and open competition when the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. For DoD, NASA, and the Coast Guard, this authority extends to situations where only a limited number of responsible sources can satisfy agency requirements. The specific citation applied is FAR 6.103-1(c)(2)(i) When awarding a follow-on contract for the continued development or production of a major system or highly specialized equipment and, for DoD, NASA, and the Coast Guard, for the continued provision of highly specialized services, would result in (i) Substantial duplication of cost to the Government that is not expected to be recovered through competition. As such, the USG proposes to release a Sole Source solicitation to JCB.
The Government plans to award one (1) Firm-Fixed Price requirements contract with five one-year ordering periods. Question/Problem resolution: Routine questions regarding this solicitation should be directed to the Contract Specialist, Matthew Moreton at "matthew.r.moreton.civ@army.mil."
Please note that this solicitation contains several clauses and provisions which require you to complete a fill-in or representation. If you don't complete these fill-ins, your offer may be determined incomplete and ineligible for award. Attachments: There are attachments listed in this document. For further information, please contact the contract specialist listed above. Inconsistencies between the Executive Summary and Solicitation: This summary has been prepared as an aid to you, the potential offeror. Background The Light Capability Rough Terrain Forklift (LCRTF) Follow-on Contract is issued by the US Army Contracting Command-DTA to J C Bamford Excavators Limited (JCB), a large business. The contract aims to acquire an estimated quantity of 164 LCRTF units, which are essential for various Army operations including loading and unloading combat vehicles and aircraft. The LCRTF is designed to perform tasks where larger forklifts are not feasible or economical. The contract is awarded as a Sole Source due to the specialized nature of the equipment and the substantial duplication of costs that would arise from competition. Work Details The contract includes the procurement of 164 Light Capability Rough Terrain Forklifts (LCRTF) with specific requirements: - Payload capacity: 5,000 pounds threshold, 6,000 pounds objective at a 24-inch load center. - Maximum reach: 1,765 pounds horizontally. - Features include an extendable hydraulic boom, air transportability (C-130), and compatibility with ISO containers. The LCRTF units will be delivered FOB Destination with inspection and acceptance at origin. The contract will be a Firm-Fixed Price requirements type with five ordering periods over five years. Period of Performance The period of performance for this contract spans five years with specific ordering periods defined as follows: - Ordering Year 1 (OY1): Date of contract award through Day 365 - Ordering Year 2 (OY2): Day 366 through Day 730 - Ordering Year 3 (OY3): Day 731 through Day 1,095 - Ordering Year 4 (OY4): Day 1,096 through Day 1,460 - Ordering Year 5 (OY5): Day 1,461 through Day 1,825 Place of Performance The delivery locations for the LCRTF units will be determined based on zones identified in Section F.1 of the solicitation. Bidder Requirements Bidders must meet specific requirements including being an authorized distributor or OEM for the LCRTF. There are no generic requirements included in this section. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent, with J C Bamford Excavators Limited (JCB) awarded the confirmed requirements contract W56HZV17D0003 valued at $119,538,941 for production and procurement of Light Capability Rough Terrain Forklifts (LCRTF) and related items. The prior work includes procurement of LCRTF units and associated ancillary hardware/kits, as well as refurbishment and logistics support elements, which aligns closely with the current follow-on requirement to procure an estimated 164 LCRTFs with similar mission use cases (e.g., loading/unloading tactical vehicles and ISO containers) and defined performance characteristics.
