Background The Department of the Interior (DOI), through its Interior Business Center (IBC) and Acquisition Services Directorate (AQD), is issuing a request for quote (RFQ) for appraisal services on behalf of the Appraisal & Valuation Services Office (AVSO). The goal of this contract is to obtain market valuation and appraisal reports for two large acreage parcels located within the Mojave Trails National Monument in San Bernardino County, California. This acquisition is part of the agency's efforts to manage federal lands effectively. Work Details The contractor will be responsible for providing comprehensive appraisal services which include: 1. Conducting market valuations and preparing detailed appraisal reports for two parcels: Parcel 7 (160 acres) and Parcel 9 (112.22 acres). 2. The appraisal must comply with the current Uniform Standards of Professional Appraisal Practice (USPAP) and the Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA) 6th Edition. 3. The appraiser must thoroughly investigate, research, and document legal and physical access characteristics associated with the subject properties, including travel routes and conditions. 4. The report must include a Market Analysis Section that addresses market conditions, supply, and demand aspects relevant to the subject properties. 5. The appraiser must inspect the properties in their 'As Is' condition and provide color photographs along with maps in the final report. 6. All findings must be documented clearly, including any extraordinary assumptions or hypothetical conditions that may affect valuation. Period of Performance The target period of performance is 110 calendar days from the date of Purchase Order award, with an initial appraisal target date set at 60 days from contract award.
