Background The contract is issued by the Army Public Health Command (APHC) as part of the Defense Centers for Public Health – Aberdeen (DCPH-A) mission. The Lab Sciences Directorate (LS) performs sample analyses of drinking water matrices in military operating environments and bases to ensure safety and security. Currently, LS analyzes water samples for organic, inorganic, and biological contaminants but lacks the capacity to perform all required analyses, particularly in deployment locations and disaster scenarios. Work Details The contractor will provide non-personal services including: - Sample analysis for drinking water matrices to identify organic, inorganic, and biological contaminants. - Use of state-of-the-art instrumentation and methodologies for analysis as specified in Technical Exhibit B. - Proper receipt and storage of samples prior to analysis. - Compliance with Federal and State requirements regarding data obtained under this contract. - Adherence to quality standards and timelines for deliverables as outlined in the Performance Work Statement (PWS). Period of Performance The contract will be performed from June 26, 2026, to May 25, 2027, with options extending through May 25, 2031. Place of Performance The services will be performed at the USA Public Health Center located at 8300 Ricketts Point Road, Building E2850, Aberdeen Proving Ground, MD 21010-5403. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on W81XWH21C0080, awarded to Eurofins Eaton Analytical for $4,351,219 (05/12/21–05/25/26), which provided drinking water sample analysis services for organic, inorganic, and biological compounds in drinking water matrices. The prior work description aligns closely with the current requirement to receive and store samples and perform specified drinking water analyses to support the Army Public Health Center/APHC mission, including surge or priority testing needs.

Current: Posted: June 1, 2026, 2:10 p.m. EDT As part of the DCPH-A mission, the Lab Sciences Directorate (LS) performs sample analyses of drinking water matrix in operating environments and military bases to ensure the safety and security of all who work there. The LS currently analyzes water samples for organic, inorganic, and biological organisms in support of the DCPH-A mission, however the LS does not currently have the analytical capacity to perform all required sampling analyses to include analyses on deployment locations and in natural or man-made disaster locations.
