Background

The N.C. Department of Public Safety, National Guard, NC is seeking a vendor to provide lawn care services for the NC Army National Guard located at various North Carolina locations. The goal is to maintain the grounds according to the specified scope of work. The contract is intended to cover multiple facilities divided into fourteen geographic regions, including Goldsboro, where the services will be performed. The Department reserves the right to add or delete locations during the contract term with a 30-day written notice.

Work Details

The contractor will provide year-round lawn and grounds maintenance services, which include mowing, edging, trimming, debris and leaf removal, and weed and grass control on National Guard properties and adjoining highway right-of-ways. All work must present a well-maintained appearance and requires prior approval from the facility point of contact (POC). The contractor is responsible for all equipment, supplies, materials, transportation, and labor necessary to complete the services in compliance with applicable laws. A total of twenty-nine service visits are scheduled from July 1, 2026, through June 30, 2027. Services must be performed during specified hours on weekdays only. Specific tasks include: - Mowing lawns to a height of 2-3 inches; - Inspecting sites for hazards; - Removing debris from drains; - Disposing of grass clippings; - Providing documentation for pesticide use; - Trimming bushes/trees as needed.

Period of Performance

The initial contract term is one year starting from the date of final contract execution (Effective Date), with options for two additional one-year renewals at the State's discretion.

Place of Performance

Services will be performed at various locations within North Carolina including but not limited to Benson RC, Dunn RC, Fremont RC, Goldsboro RC/FMS, and Smithfield RC.

Bidder Requirements

Vendors must be registered with the North Carolina Secretary of State and comply with all insurance requirements. They must also certify financial stability and provide references for similar services provided in the past. Additionally, vendors are required to undergo background checks for their personnel before beginning work.
