Background

The South Carolina Criminal Justice Academy (SCCJA) is seeking to procure unarmed security guard services to ensure a safe environment for its students, employees, and the public. The SCCJA's mission is to maintain a secure campus free from violence and improper behavior. This solicitation is issued by the State Fiscal Accountability Authority – Division of Procurement Services (SFAA-DPS) on behalf of SCCJA.

Work Details

The contractor will provide licensed, bonded, and uniformed security officer services from 6:00 PM to 6:00 AM, seven days a week, throughout the year. The services include monitoring for fire, theft, vandalism, and unauthorized persons; conducting patrols; reporting unusual incidents; and maintaining daily activity logs. Security personnel must pass background checks and have no DUI charges in the past ten years. Officers must be in good physical health and wear appropriate uniforms that distinguish them from law enforcement officers. The contractor is responsible for training officers according to state regulations and maintaining training records. Specific duties include locking/unlocking academy buildings at designated times, performing patrols of various zones on campus, and ensuring compliance with safety protocols.

Period of Performance

The contract will have an initial term of one year with four one-year options to renew, resulting in a maximum contract period of five years. The estimated start date is November 17, 2026, with an end date of November 16, 2031.

All services will be performed at the South Carolina Criminal Justice Academy located at 5400 Broad River Road, Columbia, South Carolina 29212.

Bidder Requirements
