This solicitation is being issued pursuant to Simplified Acquisition Procedures. Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N00164-26-Q-0168 is hereby issued as an attachment hereto. All changes to the requirement that occur prior to the closing date will be posted to Contract Opportunities on https://sam.gov/. It is the responsibility of interested vendors to monitor https://sam.gov/ for any amendments, which may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a quote will be provided any changes/amendments and considered for future discussions and/or award. Summary: Background The Naval Surface Warfare Center (NSWC) Crane has issued a requirement for Equipment Rigging and Moving Services under a Blanket Purchase Agreement (BPA). The goal of this contract is to provide rigging and moving services necessary for the setup of machines at the Building 122 Model Shop located in Crane, Indiana. The BPA is intended to streamline procurement processes for these essential services. Work Details The contractor will be responsible for providing all necessary personnel, equipment, tools, materials, and transportation to perform rigging services as defined in the Statement of Work (SOW). Key tasks include: - Providing and operating all required rigging equipment for the removal, transport, and placement of machines. - Ensuring compliance with all Federal and State laws and obtaining necessary permits and licenses. - Performing load handling operations in accordance with EM 385-1-1 standards for equipment with a lifting capacity over 2,000 lbs. - Offloading new machinery from delivery transport and relocating existing machinery within the facility. The contractor must have the capability to move heavy equipment up to 60,000 pounds. Period of Performance The geographic location(s) the construction projects will be performed (if provided) Place of Performance The primary location for performance will be at the Building 122 Model Shop located at Naval Surface Warfare Center, Crane Division in Crane, Indiana. Bidder Requirements Bidders must meet several requirements including: - Submission of SAM Reps and Certs. - Compliance with CMMC Level 1 standards. - Ability to provide documentation as described in BPA instructions. - Contractors must maintain a primary maintenance facility or staging area within a 90-mile radius of NSWC Crane.
