This requirement provides support services for two areas of the Engineering Department at SERMC. First, it provides combat systems technical support services for USN ships. Second, it provides clerical and administrative support services to SERMC's Engineering Department's workforce.
Background The Southeast Regional Maintenance Center (SERMC) provides various technical and logistical services, maintenance, and training associated with the installation, operation, alteration, maintenance, and readiness of shipboard equipment and services to various United States Navy (USN) ships. SERMC requires contractor support for both technical and clerical and administrative services for approximately 900 military and civilian personnel to support its mission. Work Details The contract encompasses two primary areas of support: combat systems technical support services for USN ships and clerical/administrative support services for SERMC’s Engineering Department. The contractor will provide non-personal services including troubleshooting, assessing, analyzing, inspecting, isolating root causes of issues in ship systems, and providing logistics support. Specific tasks include: 1. Technical Support Services: - Troubleshoot and restore inoperable or malfunctioning combat systems. - Perform tasks onboard USN ships as well as at CONUS or OCONUS facilities. - Provide distance support and on-site technical assistance. - Complete Technical Assistance Visit Reports (TAVR). - Support development of engineering service requests and test procedures. 2. Administrative Support Services: - Provide qualified clerical assistance to the SERMC Engineering Department. Period of Performance The period of performance includes a base year followed by five option years. The base year is from August 16, 2026 to August 15, 2027. Place of Performance The work will primarily be performed at Naval Station Mayport in Jacksonville, Florida, with potential tasks occurring CONUS and OCONUS. Bidder Requirements Contractor personnel must have specific qualifications including: - Technical personnel must possess detailed experience in combat systems with hands-on experience on USN ships. - Administrative personnel must have experience using Microsoft Office 365 applications. - All administrative personnel must be certified as Microsoft Office Specialist (MOS) Associates within one year prior to proposal release. Incumbent Analysis (see Incumbents section for more detail) The prior contract N0017819D8084-N4002720F3002 awarded to The Mchenry Management Group ($18,521,738, 08/18/20–08/15/26) appears to be a confirmed incumbent effort providing non-personal combat systems technical support for SERMC. The described work—such as Fleet Technical Assistance (FTA), Total Ship Readiness Assessments (TSRA), Integrated Class Maintenance Plans (ICMP), MTR assessments, and INSURV support—aligns closely with the current requirement’s combat systems troubleshooting, inspection/assessment activities, and logistics/technical assistance for shipboard combat systems.
