Background

This Bid Solicitation is issued by the Department of the Treasury, Division of Purchase and Property on behalf of the Department of Children and Families (DCF), Children’s System of Care (CSOC). The purpose is to engage a Contractor to serve as the Contracted System Administrator (CSA) for DCF’s CSOC service delivery model and provide a Management Information System (MIS) for CSOC. The CSA will perform essential administrative and clinical functions for Youth with behavioral health needs, including mental health, Substance Use, and/or Intellectual and Developmental Disabilities (I/DD). The mission of DCF’s CSOC is to offer comprehensive behavioral health services for Children and Young Adults up to age 21 with emotional and/or behavioral challenges. The goal is to enable Youth to remain at home, in school, and within their community through a statewide system of care approach.

Work Details

The Contractor shall provide a service delivery system that includes: - 24/7 access to care - Child-centered and family-driven system - Coordination with other system partners - Integrated behavioral health, I/DD, and Substance Use Treatment

- Continuous improvement of Outcomes - A comprehensive real-time database for electronic Youth records - Proven information technology capabilities

Quality Management

- Medicaid Waiver program management - Developmental Disability eligibility management - Family Support Services management. Specific tasks include providing a Call Center with 24/7 intake capability, managing care coordination, data management, compliance with State and federal guidelines, training materials, ongoing support for Providers, processing claims, addressing Prior Authorization barriers, and completing audit reviews as prescribed.

Period of Performance

The contract period will commence upon award and extend through the duration specified in the Bid Solicitation. Key dates include an optional pre-quote submission conference on June 8, 2026, with quote opening scheduled for July 16, 2026.

Place of Performance

The contract will be performed in Trenton, New Jersey or as specified by DCF’s CSOC. The Contractor must secure an office space within a preferred 40-mile radius of DCF's Central Office.

Bidder Requirements

Bidders must comply with Small Business Set-Aside requirements. They must submit forms including Offer and Acceptance Page, Ownership Disclosure Form, Disclosure of Investment Activities in Iran Form, MacBride Principles Form, Service Performance Within the United States Form. Bidders must also complete a Subcontractor Utilization Plan if subcontractors are used. Additionally, bidders are required to have valid Business Registration Certificates prior to contract award.
