Posted: May 29, 2026, 2:44 p.m. EDT Performance Work Statement Pest Control Services VA Central California Health Care System Section 1: General Information General: This is a non-personal services contract to provide pest control services for the VA Central California Health Care System (VACCHCS) and it s Community Based Outreach Clinics (CBOC). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government. All work is to be performed in accordance with the guidelines established by Federal, State (www.epa.gov) and local ordinances and with the Contractor s Procedures Manual and Quality Control Manual. These services shall be performed by certified, trained and licensed pest control operators in any or all categories by the State of California. Period of Performance: Base Year: July 1, 2026 to June 30, 2027 Option Year #1: July 1, 2027 to June 30, 2028 Option Year #2: July 1, 2028 to June 30, 2029 Option Year #3: July 1, 2029 to June 30, 2030 Option Year #4: July 1, 2030 to June 30, 2031 Place of Performance: Medical Centers Central California Health Care System 2615 E. Santa Fe Visalia, CA 93291 Tulare County VHA Storage Lot 2251 Herndon Ave Clovis, CA 93611 Fresno County There are numerous buildings at the Fresno Medical Center. The vendor will be required to provide coverage for all the buildings located within each campus. A list of buildings at 2615 E Clinton can be found in Exhibit 1 at the end of this Performance Based Work Statement. Introduction: Integrated Pest Management (IPM) is an environmentally friendly, commonsense approach to controlling pests both inside and on property grounds of a health care facility. Traditional pest control uses calendar-based pesticide treatments rather than non-chemical prevention, resulting in the routine application of pesticides. In contrast, IPM focuses on pest prevention and least-toxic control methods, making IPM a cost-effective, practical approach to pest management. Preventive pesticide application is limited to minimize the risk of pesticide exposure, especially when non-chemical methods provide the same results. Contractor shall reference VHA Directive 1850.02 Pest Management Operations Program (found in Attachments at the end of this document) Hours of Operation: Services will be required during normal business hours between 8:00 a.m. to 5:00 p.m., Monday through Friday, excluding Federal Holidays. Hours may vary based on treatment plan and treatment area. The COR and Contractor will determine best schedule per treatment. Some treatments may be required to take place after duty hours. Pest management tasks shall be scheduled to be performed on definite appointed days and in no event shall the contractor carry on work outside regular agreed-upon working hours without prior approval for the Chief of Environmental Management Service, the COR or designee. The contractor shall respond to emergency service within (4 hour) minimum, up to 12 hour after initial call based on approval from PMO after receipt of notification. In the event climate or weather conditions become unsuitable for work or induce an environmental hazard, then the entire work shall be rescheduled to a date and time satisfactory to the contractor and the Chief of EMS, the COR or designee. Postponement will not reflect any penalties assessed to the contractor, nor should there be any additional cost to the government. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime. Subcontractor. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor. Workday. The number of hours per day the Contractor provides services in accordance with the contract. Work Week. Section 4: Contractor Furnished Items and Services The Contractor shall provide all equipment, supplies, management, supervision, personnel, and transportation necessary to assure that all services are in accordance with the contract and all applicable laws and regulations. The contractor shall ensure all work meets performance standards specified in this Performance Work Statement (PWS) and referenced documents. Section 5: Specific Tasks All tasks shall be accomplished to meet the guidelines in the National Pest Control Association s Good Practice Standards. The Integrated Pest Management (IPM) services required of the Contractor are as follows: Inspection: Determine which pest management measures are appropriate and required. Twice a month fly light and glue trap inspection. Contractor will be required to service and maintain all fly lights. This will include annual replacement of all bulbs and fly paper. Monthly trap inspections for both interior (weekly on interior traps) and exterior traps. Monthly treatment and perimeter (application which could include granular) spraying or as needed. Monthly spraying to flowerbeds and planters, or as needed. Recommend environmental sanitation practices that restrict or eliminate food, water or harborage for pests. Preventive Maintenance: Selection, installation and utilization of non-chemical and chemical control methods which eliminate, exclude, or repel pests (i.e., insect electrocution devices, traps, caulking, air screen, door sweeps and seals etc.) Treatment: Selection and use of least toxic, environmentally friendly pesticide(s) to affect control and or elimination when chemical control methods are necessary. Control and treatment of general structural arthropod pests (i.e., cockroaches, ants, carpet beetles, spiders to include removing built up spider webs on exterior of buildings 12 feet and below, carpenter ants/bees and any bee nest removal, etc.). Spider webs will be removed once per month. Control and treatment of stored product pests (i.e., saw-tooth grain beetle, red/confused flour beetles, Trogoderma, beetles, grain moths, etc.) Control and treatment of mice and rats (i.e., house mouse, field mouse, roof rat, Norway rat, deer mouse, etc.) Control of pest birds (i.e., pigeons, sparrows, blackbirds, including bird nest removal, etc.) Perform trapping services monthly, or as needed to reduce population in order to move on to the next phase of abatement, performing inspections 2-3 times a week during trapping. Perform control using Avitrol grain bait as repellant quarterly or as needed. Daily inspections when baiting is active. Clean up, remove and sanitize visible bird droppings and nesting areas of activity. The Contractor shall clean up after performance work of pest control. The Contractor shall not dispose any excess pesticides, pesticide container or any material contaminated by pesticides at any location on the Medical Center premises except as specified by the COR Repair and seal existing bird netting up to 100 square feet a year. Install new netting and replacement along with other control products (pucks, spikes) where needed up to 10,000 square feet a year. Daily follow up services for trapping, repellant and cleaning services as required. Remove old traps from buildings. Control of other vertebrate pests (i.e., dogs, cats, bats, squirrels, gophers, moles, raccoon, skunks, snakes, rabbits, including capture and removal, etc.). Control and treatment of wood destroying organisms (i.e., subterranean termites, dry wood termites, fungi, wood boring beetles, wood wasp, silverfish/firebrat, etc.) Control of aquatic pests i.e. mosquito larvae/pupae, algae, etc. Control and treatment of flying insects (i.e., housefly, stable fly, low flies, etc.) Control and treatment of predatory pests (i.e., lice, bedbugs, fleas, mites, ticks, bees, wasps, mosquitoes, scorpions, conenose bugs, etc.) Inspection and Treatment for Termites: Inspection for termites shall be accomplished IAW the Good Practice information attached. Treatment for termites shall be made only if there is evidence of termites is found. It is estimated that no more than two (2) inspections per year shall be required. Typically, in the Spring and Fall months. IF termites are found, the government shall exercise the right to obtain quotes for termite eradication services. Clean Up, Decontamination and Disposal of Hazardous Waste: The Contractor shall clean up after performance work of pest control. The Contractor shall not dispose any excess pesticides, pesticide container or any material contaminated by pesticides at any location on the Medical Center premises except as specified by the COR. Removal of Dead Insects/Animals: All Dead Insects/Animals shall be removed and disposed by the Contractor within 24 hours, or a reasonable time frame as established by the COR or designee. Evaluation of control measures through follow-up inspections. Contractor may be required to lead pest control training for VA staff regarding common pest and bed bug policies, every quarter. When not conducting rounds at the Fresno location, Contractor will perform scheduled visits to the offsite locations listed in exhibit 1, Off-Sites. Spray the understructure of all trailers semiannually. Pests to Manage General arthropod pests (i.e., ants, fleas, beetles, bees, roaches, etc.) Feral (wild) rodents (i.e., rats and mice, gophers, squirrels, etc.) Feral birds (i.e., pigeons, starlings, blackbirds, sparrows, etc.) Other feral vertebrate pests (i.e., bats, skunks, moles, snakes, dogs, cats, etc.) Wood destroying organisms (i.e., termites, carpenter ants, fungi, etc.) Stored food pests (i.e., weevils, beetles, moths, etc.) Disease-carrying vectors (i.e., mosquitoes, flies, ticks, etc.) NOTE: Controlling disease using germicides (i.e., Phenolic) and chemical sterilizations (i.e., Ethylene Oxide) are outside the focus of an IPM Program. General Requirements The Contractor shall furnish all labor, equipment, supplies, parts, supervision, management and transportation necessary to perform integrated Pest Management (IPM) Control services (interior and exterior) in accordance with the terms and conditions of this contract for all identified locations in section 1.3 of the Performance Work Statement. Regulations Pest management operations shall meet all Federal requirements as identified in Public Law 92-516, Federal Insecticide, Fungicide and Rodenticide Act, dated November 28, 1975, as amended, and Executive Order 12088 (Federal Compliance with Pollution Control Standards) and appropriate Occupational Safety and Health standards regarding hazard communication, personal protective equipment, and exposure standards. The Contractor shall ensure pesticides and pest control operations are in compliance with California Code of Regulations (Title 3, Food and Agriculture), Division 6, Pesticides and Pest Control Operation. Scheduling Services Normal Work Hours: Each day at 8:00am, A certified technician will report to the Fresno location (building 24, room 2A23). The on-site schedule for the technician will be 3 days per week Monday, Wednesday and Friday from 8:00am and 4:30pm, excluding observed holidays. Contractor will be onsite 6-8hrs per day to conduct inspections, treatment, bait and trap inspections, refills, spider web removal etc. National Holidays: The Eleven holidays observed by the Federal Government are: New Year s Day, Martin Luther King s Birthday, President s Day, Memorial Day, Juneteenth Independence Day, Independence Day, Labor Day, Columbus Day, Veteran s Day, Thanksgiving Day and Christmas Day and any other day specifically declared by the President of the United States to be a national holiday. Pest management tasks shall be scheduled to be performed during normal daily working hours, in no event, shall the Contractor carry on work outside regular agreed- upon working hours without prior approval of the Chief, Environmental Management Service, or designee. However, the Contractor is also on call for emergencies 24 hours per day, seven days per week and shall respond to the specified location within a minimum of 2 hour (for scheduled days/times), 2-4 hours for emergencies (outside of scheduled days/times), after receipt of notification. Inclement Weather In the event climate or weather conditions become unsuitable for work or may induce an environmental hazard, then the entire work shall be rescheduled to a date and time satisfactory to the Contractor and the Chief, Environmental Management Service, or designee. Postponement will not reflect any penalties assessed to the Contractor, nor should there be any additional cost to the Government. Adding/Deleting Building The scope of this contract includes all the Medical Centers and CBOCs within the VACCHCS. This includes all of the buildings located on the main campus. If changes are needed by either adding a new building or removing a building within the VACCHCS, it will be covered under the scope of this contract. Any changes to the locations listed in section 1.3 and the Buildings List of the Performance Work Statement will be handled through a bilateral contract modification. Frequency of Visits Upon arrival for each daily visit (3 per week) to the Fresno Hospital, the Contractor shall receive the pest control call log from the Environmental Management Service admin suite as mentioned in 5.3 Scheduling Services and spot treat areas from which complaints have been received since the last previous visit. The Contractor will be responsible for completing daily rounds at the Fresno hospital. The contractor will annotate any findings and provide them to the COR. The Contractor shall inspect and or treat (if warranted) the main kitchen biweekly after the hours of 3:30 p.m. The Contractor shall inspect and or treat (if warranted) the canteen kitchen biweekly at 3:30 p.m. on a day to be mutually agreed upon. All visits to the sites outside of the Fresno main campus shall be made on dates and at times mutually agreed upon by the Contracting Officer's Representative (COR) and the Contractor. The Contractor shall inspect the OR twice a month, provide treatment, when necessary, without chemicals, between 5:00am 7:00am or 4:30pm - 7:00 p.m. and at the request of the OR Supervisor or Chief, Environmental Management Service. The contractor shall treat all the lawn and flower bed areas (VACCHCS) 4 times per year with insecticide and 1 time per year with TopChoice between the hours of 6:00pm and 7:00am. The Contractor shall be flexible to provide services Monday through Sunday (excluding Federal Holidays) for the sites of VACCHCS. Work Orders The customers work orders also known as Pest Control Log can be deliver to the Contractor in one of three methods: A. Hard-copy method The COR or designee shall provide the hard/electronic copy of document work orders (i.e. Pest Control Log ) to the Contractor upon arrival to Bldg. 24 or via electronic means. B. Fax-copy method The COR or designee may elect to fax the daily work orders to the Contractor. The Contractor shall provide a FAX number to the COR within 5 days after award of contract. C. Email method The COR or designee may email daily work orders (i.e. reporting pest) via email. Returning Completed Work Orders After completion of services, the Contractor shall notify the COR or designee within 24 hours (excluding weekends and holidays) Recurring Services The Contractor shall provide a schedule based on a site survey as to when weekly and monthly inspections shall occur. The schedule shall be given to the COR within the first 30 days after award of contract. The schedule shall be approved by the COR. The weekly and monthly inspections are as follow: Weekly Inspections. The Contractor shall conduct weekly inspections at the Operating Room, Canteen Kitchen, Canteen Patriot Shop, Nutrition and Food Service Kitchen and Pharmacy areas, etc. (as described in Section 5.12, D), on VACCHCS premises, provide the necessary corrective actions, and document/record all actions in the logbook located at the following locations: Fresno VACCHCS 2615 E Clinton Ave., Fresno, CA 93703 Bldg. 24, Supervisors Office, Room 2A23. Locations may be changed to meet operational needs. B. Monthly Inspections. The Contractor shall conduct monthly inspections at all buildings, planters, flower beds, drains (interior and exterior), parking lots, bait stations, traps etc. on VACCHCS premises, provide the necessary corrective actions, and document/record all actions in the logbook located at the following locations: VACCHCS 2615 E Clinton Ave., Fresno, CA 93703 Bldg. 24, Supervisors Office, Room 2A23. Locations may be changed to meet operational needs. Visalia CBOC, 500 N Santa Fe, Visalia, CA 93291 Merced CBOC, 340 E. Yosemite Ave. Merced, CA 95340 Oakhurst CBOC, 40597 Westlake Dr., Oakhurst, CA 93644 VHA Storage Lot, 2251 Herndon Ave. Clovis, CA 93611 Required Contractor Reporting All IPM services performed by the contractor during the work shift shall be documented in writing. Weekly reports are required within one week of performance, documenting actions taken to mitigate, pests, traps inspected, lights replaced etc. Reports must contain inspection report, pest sighting, the name, amount of and locations used of pesticides and baits and follow-up actions. Monthly and quarterly summary reports are also required. Contractor shall provide Service Ticket Receipts detailing actions taken in each specific location for each visit along with follow-up actions, citing traps, fly lights and bait stations by number in a digital format. Each pest management activity will be properly documented to include, but not limited to: Specific locations of reported activity. Specific identification of pest, if applicable. Analysis of pest activity and potential causes, when applicable. Actions taken without the use of chemicals, when applicable. Listing of chemicals used by name, EPA registration number, percentage of active ingredient applied, and amount of chemical applied, and where when applicable. Method of application, when applicable. (Where required) Square footage of applications larger in size than spot application (defined as a surface treatment to an area of no more than two square feet). Wind direction and speed and temperature, if outside (when applicable). The Contractor shall supply, complete, and submit a monthly chemical usage report to the COR or designee. The Contractor shall be required to furnish to the COR the Material Safety Data Sheets (MSDS) or equivalent and the trade names (if any) and names of chemicals to be used in the performance of this contract prior to initial application. Contractor shall provide maps of interior and exterior bait stations and traps. All traps and bait stations shall be identified with an alpha numeric identification system so that they can be easily identifiable. All IPM services performed during the work shift will be documented. Contractor is responsible for supplying, completing, and submitting all reports required or requested by Federal, State or local ordinances which pertain to any duties contained in the contract. Contractor Qualifications The Contractor personnel shall be California certified pesticide applicators to perform under this contract. The Contractor shall furnish a copy of State certification (current Certificates of Competency in Pest Management in any and all categories or sub-categories as identified by the State of California) to the COR after award but prior to the performance of work. Contractor shall be made available to a Board-Certified Entomologist (BCE) or Associate Certified Entomologist (ACE). Technicians must be trained and certified in Public Health Pest Control and the other categories of pesticide applications. The Contractor personnel shall wear an appropriate and professional uniform with the company s logo/name and nametag. When there is more than one technician performing services, one of the technicians must be fully certified in Pest Management categories. A non-certified technician may assist the certified technician in the performance of the work if the non-certified technician is either with the certified technician or they are within direct line of sight to the certified technician. The certified technician shall assume all responsibility for the non-certified technician. During the period of performance, if the Contractor proposes to add-on or replace personnel, the Contractor shall submit the California Pesticide Applicator Certificate to the COR before starting work. At no time shall the Contractor utilize add-on or replacement personnel who do not meet the certification of this contract. Contractor Contingency Plan The Contractor shall have a contingency/back-up plan in the event, the Contractor is unable to perform services or have services performed as required. The Contractor shall immediately notify the COR or designee and provide a justification for non-performance and institute the contingency and/or back-up plan as quickly as possible. Special Provisions The following provisions shall be adhered to by the Contractor in performing pesticide applications of the areas specified below: Food Handling Areas: Treatment of these areas are limited to only times when food is not being held, processed, prepared, served and while not occupied by facility employees. The Contractor shall at no time enter facility elevators which are occupied by food service equipment while in the possession of pesticides or application equipment. Patient Occupied Areas: Contractor shall use pesticides, if warranted, with as low a volatility and as odor-free as possible to keep odor levels from affecting patients. Critical Areas: The Contractor shall submit a list of pesticides for intended use in areas listed below to the COR prior to any application. The planned use of pesticides in these areas requires recognition of the attendant hazards to occupants supplies, equipment and surfaces. No substitution can be made at any time without the approval from the COR. In all critical areas the Contractor shall document work completion and keep a record in the critical areas as required by office of the investigator general. Critical Areas: Pharmacy Respiratory Care Areas Research Facilities Supply Processing Distribution Operating Rooms Intensive Care Units Canteen Kitchens Dietetics Kitchens GI (Gastrointestinal) Clinics Patient Areas Community Living Center Sterile Processing When space treatment is required in these areas, the Ultra Low Volume (ULV) method of pesticide application shall be utilized with approved equipment capable of delivering a particle size range of .5 to 15 microns. Residual Treatment: During regular scheduled visits, the Contractor shall apply residual insecticides by the crack and crevices method only, for control of roaches, at least once every month to kitchens, patient care areas etc., however, not when food preparation is in progress, food is exposed, and food contact surfaces are not covered. Pesticides must be approved and registered by the EPA and must be used in accordance with the instructions on the label. When necessary, the Contractor shall be accompanied by the COR or designee who shall indicate special areas to be serviced and cover machines and equipment as needed. Restrictions on Pest Control Materials: Veterans Health Administration bans the use of the selective herbicide 2,4-Dichlorophenoxyacetic Acid (2,4-D). All rodenticides, traps or bird repellents shall be placed only at times and in areas approved by the COR or designee and unused portions shall be recovered at the latest by a time limit set by the COR or designee. The use of rodenticides other than Chlorophacinone, Scilliroside, Brodifacoum, Cholecalciferol, shall be restricted to locations specifically provided for by the COR. The Contractor shall be required to furnish to the COR initial application of pesticides and rodent control chemicals, sample labels, names of chemicals to be used in the performance of this contract. This information is required by the Medical Service for emergency treatment in the event of ingestion of and/or contact with the material by humans. A list of products and antidotes, Material Safety Data Sheets (MSDS) supplied/required by the Contractor and as required by this paragraph, should be maintained in the Pharmacy and in the Evaluation and Admissions Unit, where an antidote, if required, can be made readily available. Establishing Thresholds The contractor shall set an action threshold, a point at which pest populations or environmental conditions indicate that pest control action must be taken. Sighting a single pest does not always mean control (dependent on specific pest) is needed. The level at which pests will become a: nuisance; health hazard; or economic threat. Setting an action threshold is critical to guiding pest control decisions. A defined threshold will focus the size, scope, and intensity of an IPM plan. Verification of Services Performed The Contractor shall have a system that verifies the certification of individuals providing pest services to VACCHCS. The contractor shall make this system available for review by the COR. The system shall consist of a digital format with data tracking abilities to verify work performed. Quality Assurance Surveillance Plan This quality assurance surveillance plan (QASP) is a government-developed and applied document used to make systematic quality assurance methods used in the administration of the performance-based service acquisition (PBSA) standards included in this contract. The intent is to ensure that the contractor performs in accordance with performance metrics set forth in the contract documents, that the government receives the quality of services called for in the contract, and that the government only pays for the acceptable level of services received. The Government will monitor the contractor's performance using the Contractor s Basic Quality Control Program and Quality Assurance Surveillance Plan (QASP) as established by the COR. The QASP is a systematic method used by the Government to evaluate Contractor s actions and performance based on Performance Work Statement requirements. The QASP is designed to provide an effective method of monitoring contractor performance for each listed objective on the PWS. A QASP is based on the premise the Government desires to maintain a quality standard in providing pest control services. Authority to issue this QASP is provided under Federal Acquisition Clause (FAR) 52.212-4(a) Inspection and Acceptance, which provided for inspections and acceptance of the articles, services, and documentation called for in the contract to be accomplished by the contracting officer or a duly appointed representative. The contractor, and not the government, is responsible for management and quality control actions necessary to meet the quality standards set forth by the contract. The QASP is put in place to provide government surveillance oversight of the contractor's quality control efforts to assure that they are timely, effective, and delivering the results specified in the contract. The QASP is not a part of the contract, nor is it intended to duplicate the contractor's quality control plan. Note: As per 1850.02 Quarterly IPM inspections will be carried out by the PMO, document review and visual inspection of key areas. Each inspection shall be documented and maintained in primary logbook or records maintenance folders (hard copies or electronic copies) Safety Requirements The Contractor shall take precautions as the COR or designee may determine to be reasonably necessary to protect the lives and health of occupants at this Medical Center. The COR or designee shall notify the Contracting Officer (CO) of any non-compliance with the terms of the contract. Upon receipt of a Letter of Concern, the Contractor shall correct deficiencies and provide a corrective action letter to the CO. The Contractor shall be responsible to ensure that employees take all necessary safety precautions appropriately in the performance of services i.e. wearing proper face mask, breathing apparatus, clothing, etc. The Contractor shall be responsible to insure employees receive up-to-date training concerning the latest EPA, Federal, State and local regulations. Interference to Normal Functions The Contractor shall be required to interrupt their work at any time so as not to interfere with the normal functioning of the facilities, fire protection systems and pass of facility, patients, personnel, equipment and carts. Storage of Pest Control Materials No pest control materials or equipment shall be stored at any VA installation when the operator is not working. Call Back Requirement Routine: The Contractor shall, within 6 hours after receipt of notification by the Contracting Officer or his representative, and at no additional charge to the Government, retreat previously treated areas when inadequate control (as per specifications) was obtained. Emergency: The Contractor shall, within 2 hours after receipt of notification by the Contracting Officer or his representative, perform IPM Services to correct the emergent condition. These calls will be for pest concerns such as bed bugs and in certain patient care areas.
