External Auditing Services

Background

The City of Coral Gables, located in Miami-Dade County, Florida, is seeking proposals for External Auditing Services from qualified independent Certified Public Accountant firms. The purpose of this contract is to conduct annual examinations of the City’s financial statements and records starting with the fiscal year ending September 30, 2026. The audits aim to form an opinion on the financial statements as a whole and ensure compliance with legal and regulatory requirements. The City has a stable financial health with a population of approximately 49,250 and employs around 955 full-time employees.

Work Details

The selected auditor will perform the following services: 1. Conduct annual audits for three years (2026, 2027, and 2028) based on a negotiated maximum fee per year. 2. Ensure audits comply with generally accepted auditing standards (GAAS), Government Auditing Standards, Federal Single Audit Act Amendments, and Florida Single Audit Act provisions. 3. Prepare management reports and additional reports as required by state statutes and auditing standards. 4. Audit Federal & State Awards in accordance with applicable laws. 5. Review financial reports provided to the Department of Financial Services for consistency with the Annual Comprehensive Financial Report (ACFR). 6. Provide additional services upon request such as verification of data used in official statements, assistance with special financial projects, tax services, pension assistance, and management advisory services.

Period of Performance

The contract will commence with the fiscal year ending September 30, 2026, covering three annual audits initially, with options for three additional one-year extensions based on satisfactory performance.

Bidder Requirements

Proposers must be licensed Certified Public Accountants in Florida and demonstrate relevant experience in providing auditing services to public sector agencies similar in size to Coral Gables. Proposers must also provide proof of compliance with all applicable federal and state regulations regarding auditing practices.
