Hancock County is seeking a consultant to conduct a safety project for intersection studies as part of their ongoing efforts to improve road safety. The project aims to analyze and enhance the safety of six specific intersections within the county, following the guidelines set by the Ohio Department of Transportation (ODOT). The goal is to identify crash patterns and recommend effective countermeasures to reduce accidents and improve traffic flow.

Work Details

The consultant will prepare construction contract plans for Intersection Studies at six intersections in Hancock County, each approximately 0.5 miles in length. The services include: - Conducting a formal safety study following ODOT's Safety Study Guidelines. - Documenting crash history and reasons for review. - Preparing condition and collision diagrams. - Analyzing crash data. - Taking digital photographs of locations. - Evaluating roadway conditions, traffic control, volumes, speeds, and identifying deficiencies. - Recommending countermeasures with cost estimates and rate of return analysis. Specific intersections include Hancock CR 140 / CR 99, SR 12 / CR 9, SR 12 / CR 88, SR 12 / CR 140, US 224 / CR 140, and Hancock CR 212 / CR 236. Deliverables include a draft and final report summarizing findings and recommendations.

Period of Performance

The estimated date of authorization for the selected consultant is July 2026, with plans required to be completed by December 2026.

Place of Performance

The work will be performed at six intersections located in Hancock County, Ohio.

Bidder Requirements

Consultants must be pre-qualified by ODOT for the required services. For right-of-way acquisition services, a prequalified individual must be named. All prime consultants and subconsultants providing engineering and design-related services must meet prequalification requirements in Financial Management System Evaluation. Firms on the federal list of suspended or debarred firms are not eligible for selection.
