Background

The Commonwealth of Virginia, through its Department of Corrections, is seeking bids for a contract to provide preventative maintenance and emergency service for six generators located at various correctional facilities. The goal of this contract is to ensure the operational reliability of these generators, which are critical for the facilities' power needs.

Work Details

The contractor will perform annual preventive maintenance on the following generators: 1. Kohler 50RO2261 at Dinwiddie Correctional Center 2. Generac 47592 at Halifax Greenhouse #1 3. Generac 47592 at Halifax Greenhouse #2 4. Generac 47592 at Halifax Greenhouse #3 5. Generac 43902 at Nottoway Greenhouse #5 6. Kohler 50ROZ261 at Nottoway Greenhouse. The preventive maintenance includes: - Overall condition assessment of the unit - Inspection of cooling, air intake, exhaust, lube oil systems - Start and operate system checks - Engine safety controls and control panel operations - Oil sample and analysis - Change oil and filters (materials included) - Clean crankcase breather - Change fuel filters (materials included) - Inspect turbocharger (if equipped) - Lubricate generator bearings as required. Additionally, the contractor must provide emergency repairs during normal business hours and after hours, with specific response times outlined in the solicitation.

Period of Performance

The contract period is from July 1, 2026, to June 30, 2027, with four optional one-year renewals.

Bidder Requirements

Bidders must be certified as small businesses by DSBSD to qualify for set-aside awards. They must possess the necessary equipment and manpower to perform the work described in the scope of work and have relevant knowledge/certifications for generator maintenance. Additionally, bidders are required to submit a Small Business Subcontracting Plan detailing their commitment to subcontracting opportunities with DSBSD-certified small businesses.
