This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number W50S8D26QA012 is issued as a Request for Quotation (RFQ) for construction services to provide various energy repairs/upgrades to bldg. 200. Review the attached SF 1442 solicitation and all associated documents/drawings for details outlining the full scope of work. The project magnitude is between $750,000.00 and $1,000,000.00. This acquisition is 100% set-aside for small business concerns for NAICS 236220 Commercial and Institutional Building Construction. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov and https://www.acq.osd.mil/DPAP/dars/dfarspgi/current/index.html. Pricing must be valid for 75 calendar days after quote submission. Construction wage rates are applicable to this project, General Decision Number: NY20260007, Modification Number 2, dated 05/18/2026 for Orange County, New York. A bid bond is required to be submitted with your quote. Performance and payment bonds are mandatory and must be furnished within 10 calendar days after award. Performance will occur at the 105th Airlift Wing, Stewart Air National Guard Base, Newburgh, NY. The project will begin within 10 days after the Notice to Proceed (NTP) is issued and shall be completed within 120 calendar days. A site visit will be offered at 10:00AM EST on Tuesday, 16 June 2026. Please follow the instructions in the attached SF 1442 solicitation document for pre-registering for the site visit. Quotes shall be provided electronically to joseph.kugler.1@us.af.mil. Quotes must be provided no later than 11:00AM EST on 26 June 2026. Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available.

Summary: Background The project is issued by the 105th Airlift Wing at Stewart Air National Guard Base in Newburgh, NY, under solicitation number W50S8D26QA012. The purpose of this contract is to provide various energy repairs and upgrades to Building 200. This acquisition is set aside for small business concerns. The estimated project magnitude is between $750,000 and $1,000,000. Work Details The contractor shall perform the following tasks: 1. Building Envelope Demolition: Demolish and dispose of existing components including twenty (20) non-insulated coiling overhead doors, two (2) complete ribbon window systems, five (5) transoms, and four (4) skylights. 2. New Building Envelope Installation: Install twenty (20) new insulated, motor-operated coiling overhead doors, two (2) new thermally-broken ribbon window systems with insulated glass, five (5) transoms, and four (4) new insulated roof caps on existing skylight curbs with necessary roofing patches for watertight seals. 3. New Heating System Installation: Install seven (7) new low-intensity, gas-fired radiant heaters including new natural gas piping and installation of combustion air intake and exhaust vents through the roof with weatherproof caps. 4. Electrical and Controls Installation: Provide labor and materials to support new systems including disconnecting existing overhead door motors and reconnecting twenty (20) new motors; install new 120V circuits for each radiant heater from the existing panelboard; partner with Trane Technologies to connect heaters to the existing Building Automation System via programmable thermostats.
