The Defense Threat Reduction Agency (DTRA) contracting activity proposes to procure without using full and open competition, in accordance with 41 U.S.C 1901 and Federal Acquisition Regulation (FAR) 13.501, two (2) OSCOR Max Next Generation Spectrum Analyzers.
Background The Defense Threat Reduction Agency (DTRA) is seeking to procure two OSCOR Max Next Generation Spectrum Analyzers. This procurement is aimed at enhancing the agency's capabilities in performing technical inspections of foreign inspection equipment within operational treaty compliance regulations. The goal is to ensure effective detection and analysis of radio frequency signals for national security purposes. Work Details The contract involves the delivery of two OSCOR Max Next Generation Spectrum Analyzers (Part ID: 8-00160). The specifications for the analyzers include: - **System Design**: Fully integrated, self-contained unit in a single portable case weighing no more than 10.4 pounds, including an integrated display, processing hardware, and an auto-switching antenna system. - **RF Performance**: Frequency range from 10 kHz to 43 GHz without manual antenna changes; minimum sweep speed of 1100 GHz per second. - **Core Functionality**: Real-time analysis to detect anomalies and unauthorized RF signals with automatic antenna switching for full-spectrum sweeps. - **Software Requirements**: Must automate baseline RF environment creation, detect/flag new or modified signals, provide a bar graph view of new/changed signals, and include a Real-Time Waterfall Display for RF energy over time.
