Background NAVFAC Mid-Atlantic (MIDLANT), a component of the Naval Facilities Engineering Systems Command (NAVFAC) and the Navy’s shore-installation technical authority, is responsible for managing the planning, design, construction, and maintenance of Navy shore facilities. To fulfill its mission requirements, NAVFAC MIDLANT aims to sustain a highly trained workforce through initiatives like the Federally Registered Apprentice Program, which is designed to enhance apprentices' knowledge, skills, and abilities in their selected trades. Work Details The contractor will provide full-time academic training for up to 30 apprentices in Electrician and HVAC trades during the spring, summer, and fall semesters from 2026 through 2031. The training will consist of: - Academic classroom instruction from an accredited institution. - Industrial trade-based instruction by qualified personnel. - On-the-job training (OJT) to develop key skills within established processes. Apprentices will complete 12-18 credit hours per semester leading to a career certificate within three semesters. The contractor is responsible for managing enrollment and reporting for all apprentices, monitoring attendance, providing progress reports to NAVFAC, obtaining necessary educational materials, and ensuring suitable classrooms are available for instruction. Period of Performance The contract will span five years with a one-year base period followed by four one-year option periods. Place of Performance All training classrooms must be located within 20 miles of Naval Station Great Lakes.
