Background The Bureau of Land Management (BLM), Nevada, Black Rock Field Office, is seeking a service contract for restroom vault pumping services. The goal of this contract is to ensure the proper maintenance and sanitation of restroom facilities located in the Black Rock Desert-High Rock Canyon Emigrant Trails National Conservation Area and Gerlach, NV. This initiative aligns with BLM's mission to manage public lands for multiple uses while ensuring environmental protection. Work Details The contractor will be responsible for pumping restroom vaults at five designated locations: Stevens Camp, Black Rock Station, Massacre Ranch, Soldier Meadows Cabin, and Hot Creek Campground. The service includes: 1) Providing all supervision, labor, equipment, disposal, and supplies necessary for pumping; 2) Ensuring compliance with all relevant safety regulations; 3) Conducting a site inspection prior to work commencement; 4) Notifying the Contracting Officer's Representative (COR) at least one week before scheduled pumping; 5) Inspecting work on the scheduled date by the COR or a BLM designee; 6) Removing waste material through cleanouts and ensuring no waste remains post-service; 7) Cleaning and disinfecting areas affected by the pumping process; 8) Properly disposing of sewage in licensed facilities and maintaining documentation for three years; 9) Preventing spillage during transport and notifying the COR immediately if spillage occurs. Period of Performance The contract period of performance is from July 1, 2026, to August 15, 2026. Place of Performance The services will be performed at various locations within the Black Rock Desert-High Rock Canyon Emigrant Trails National Conservation Area and Gerlach, NV.
