Summary (Newest Update)

Background The solicitation N3220526R6003 is issued by the Military Sealift Command (MSC) as a Request for Proposals (RFP) for General Electric (GE) Power Conversion systems and items, including exclusively authorized Original Equipment Manufacturer (OEM) parts and technician services. The goal of the contract is to maintain automation systems onboard multiple MSC ship classes, ensuring operational efficiency and reliability of critical machinery systems. Work Details The contractor shall provide all management, supervision, personnel, labor, materials, and equipment required to maintain and support machinery plant systems on MSC vessels. This includes: - Machinery Centralized Control Systems (MCCS) - CoGen Power Take Off Systems (PTO) - Power Take In Systems (PTI) - Assured Power Modification Systems - Periodic equipment grooms - Engineering design and technical representative visits - Telephone consultations and remote technical support - Hardware and software configuration management services - Supply of new/overhauled parts - Onsite/offsite training - Assistance with technical refresh efforts to address obsolescence issues. The ships covered include T-AKE, T-ESB, T-AO Class vessels, LCC-20 Class GE Assured Power Modifications, T-ESD, and T-AK Class vessels. Place of Performance The contract will be performed onboard various Military Sealift Command vessels located in both CONUS (Continental United States) and OCONUS (Outside Continental United States) locations. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior award N3220521D4113, awarded to GE Energy Power Conversion USA for $75,887,749 (10/01/21–09/30/26), which provided OEM-authorized parts and technician services to maintain and support GE power conversion/automation equipment aboard multiple MSC ship classes. The scope described in that prior work—maintenance and troubleshooting of Machinery Centralized Control Systems (MCCS), CoGen PTO/PTI systems, assured power modification-related items, remote/on-site technical support, upgrades/refurbishment, and supply of OEM spare parts—closely aligns with the current solicitation’s focus on sustaining MSC onboard automation systems using OEM parts and technician services.
