School Buses

Background

The Office of Management and Enterprise Services (OMES) Central Purchasing division is seeking responses from potential suppliers to provide a contract for the purchase of School Buses (types A, C, D) and Electric. This contract is awarded as a mandatory statewide contract on behalf of the State of Oklahoma’s Office of Management and Enterprise Services (OMES), allowing all state agencies and affiliates to utilize it on an as-needed basis.

Work Details

The contract includes the provision of various types of school buses: Type A, Type C, Type D, and Electric buses. The specifications for these buses include compliance with FMVSS regulations, purpose-built designs for school transportation, National School Bus Yellow exterior with reflective markings, high-back padded seats, non-slip flooring, emergency exits, fire extinguishers, first aid kits, and child reminder systems. The buses must also include safety features such as ABS brakes, rear-view cameras, and passenger safety belts where applicable. Additionally, electric buses must have battery management systems and comply with specific charging standards. The contractor is responsible for ensuring that all buses are delivered fully assembled and ready for service.

Period of Performance

The initial contract term begins upon execution of the service agreement and runs through September 30, 2027. There are options to renew the contract for up to four additional one-year terms, potentially extending the final agreement end date to September 30, 2031.

Place of Performance

The services will be performed within the State of Oklahoma as specified by the purchasing agencies utilizing this contract.

Bidder Requirements

Bidders must comply with specific requirements including providing detailed technical responses that meet or exceed mandatory specifications outlined in the solicitation. They must also demonstrate their operational capabilities and provide business references from previous similar contracts. Bidders are required to submit a Certificate of Insurance and ensure compliance with any applicable federal or state regulations.
