The Property Management Department (PMD) within the Logistics Directorate manages and accounts for all personal property in the care of the university, including various equipment types such as air compressors, servers, and computers. The contractor will assist in managing this property effectively. Work Details The contractor shall perform various non-inherently governmental service functions including: facilitating the uploading of key supporting documentation for property assets; creating fair market valuation documentation; processing excess equipment for re-use or disposition; and performing inventory functions. Specific tasks include: 1. Warehousing Operations: - Cataloging and maintaining reusable property for pickup. - Maintaining disposition and reuse logs in a government-approved format. - Facilitating delivery lines for incoming government items and documenting formal acceptance. - Scanning and uploading packing slips into a data share site. - Compiling reports on stock handling equipment usage and inventory adjustments. 2. Inventory Operations: - Uploading key supporting documentation (KSD) such as packing slips and purchase orders. - Maintaining a reusable excessed equipment database. - Processing hand receipts from excess property. - Maintaining accurate custody transfer logs for excess or storage transfers. Period of Performance The contract will be performed over a period of 12 months. Place of Performance The contract will be performed at the Naval Supply Warehouse located on the Monterey, California installation, as well as at various locations within one of the fourteen buildings occupied by NPS. Bidder Requirements Bidders must demonstrate experience with property management, warehousing, and inventory accountability similar to the requirements outlined in this solicitation. They should provide a comprehensive staffing plan detailing personnel qualifications, roles, responsibilities, and experience with systems such as the Defense Property Accountability System (DPAS) or Navy ERP. Incumbent Analysis (see Incumbents section for more detail) The solicitation for NPS Property and Inventory Support shows a confirmed incumbent, Clason Point Partners, under contract N0024421C0020 valued at $1,025,629 (06/30/21–06/30/26) for “Inventory Management Support Services for NPS.” The prior work appears to align closely with the current requirements, including inventory/accountability support and property management activities such as processing excess equipment and maintaining related documentation and logs. The continued focus on supporting NPS property/inventory operations suggests the new effort may be a continuation or follow-on of the incumbent’s existing services.
