Background The Department of the Interior (DOI), Acquisition Services Directorate (AQD), Interior Business Center (IBC), is issuing this Sources Sought Notice on behalf of the Appraisal and Valuation Services Office (AVSO) to procure appraisal and valuation services for a market study on the Blackfeet Reservation. The goal is to form an independent opinion of the market value of the fee simple estate of defined property, supporting decision-making related to real property transactions involving trust and restricted lands. Work Details The contractor will conduct a market study addressing general market conditions and pricing indicators for predominant land types within the Blackfeet Reservation and surrounding counties. The study will not develop or report an opinion of value for specific properties but will analyze relevant market data, including deed and public records research, sale verification, active and expired listings, and interviews with knowledgeable market participants. Key tasks include: - Providing unit pricing for applicable land classifications such as dry cropland, irrigated cropland, residential, improved pasture, wooded pasture, water frontage, forest, and open pasture. - Analyzing residential capitalization rates for homesites within the reservation. - Developing credible results supported by appropriate market data and analysis while complying with 25 CFR Part 152 and Uniform Appraisal Standards of Professional Appraisal Practice (USPAP). - Presenting findings in a clear report format that includes definitions, scope of research, geographic scope, types of data sources used, market analysis discussions, observed trends in pricing and land use, pricing summaries for each classification, and supporting data. Period of Performance The target date for submission of the market study report is 90 days from contract award. A review period of approximately 20 days follows receipt of the report. Place of Performance Blackfeet Reservation in north central Montana, primarily within Glacier County with a small portion extending into Pondera County. Bidder Requirements Bidders must be Indian-owned Small Business Economic Enterprises (ISBEE) or Indian-owned Economic Enterprises (IEE). They should provide a capability statement addressing their qualifications related to the requirement including recent relevant experience. Bidders must also include their Unique Entity Identifier (UEI), Commercial and Government Entity (CAGE) Code, company address, point of contact information including telephone number and email address.
