Summary: Background This solicitation is issued by the Wright-Patterson Air Force Base (WPAFB) for the purpose of establishing a Firm Fixed Price Blanket Purchase Agreement (BPA) for Commercial Services. The goal of this contract is to ensure the proper removal, transportation, treatment, and disposal of Infectious Waste and International Garbage in compliance with all applicable local, state, and federal regulations. Work Details The contractor will be responsible for the following services: - Removal of infectious waste from specific buildings at WPAFB, including Bldg. 830 (Hospital), Bldg. 1425 (Vet Clinic), and multiple buildings in Area B (73, 435, 490, 644, 654, 675, 838, 840, 850, and 851). All infectious waste will be incinerated. - Removal of International Garbage from Bldg. 143 in Area A and Bldgs. 840 and 851 in Area B; this waste will be treated by autoclaving. - Potential inclusion of pharmaceutical, hazardous, and controlled substances at a later date. Routine pickup schedules include: - Infectious Waste from Bldg. 830 every Tuesday and as needed on Fridays. - APHIS Waste from Bldg. 143 every Tuesday and as needed on Fridays. - Other buildings have varying schedules including on-call pickups. Place of Performance The services will be performed at Wright-Patterson Air Force Base located in southwestern Ohio. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior award FA860121A0009, awarded to Advant-Edge Solutions Of Middle Atlantic for $101,525 (07/01/21–06/30/26). That prior work covered pickup, transportation, treatment, and disposal of infectious waste and international garbage, including medical waste classified as “medical-other,” which aligns closely with the current BPA’s requirements for incineration of infectious waste and autoclaving of international garbage at WPAFB. The overlap in waste streams and the same end-to-end disposal scope suggests the follow-on is a continuation of the existing services.
Current: Posted: May 28, 2026, 12:40 p.m. EDT COMBINED SYNOPSIS/SOLICITATION **Questions and Answers Posted in Attachments/Links 5/28/2026 This is a combined synopsis/solicitation ( synopsitation hereafter), which is expected to result in award of a Firm Fixed Price Blanket Purchase Agreement (BPA) for Commercial Services, to properly remove, transport, treat, and dispose of Infectious Waste and International Garbage from Wright-Patterson Air Force Base (WPAFB) in accordance with all applicable local, state, and federal regulations. All infectious waste removed from Bldg. 830, WPAFB Hospital, and Bldg. 1425, the Vet Clinic, in Area A and Bldgs. 73, 435, 490, 644, 654, 675, 838, 840, 850 and 851 in Area B shall be incinerated. International Garbage removed from the flight-line, Bldg. 143, in Area A and Bldgs.840 and 851 in Area B shall all be treated by autoclaving. The synopsitation is prepared in accordance with the format in the Revolutionary FAR Overhaul (RFO). (RFO) Subpart 12.2, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. An award, if any, will be made to the responsible offeror who submits a proposal that (1) conforms to the requirements of the synopsitation; (2) that receives a rating of Acceptable on the Technical Capability evaluation factor (attachment 3); and (3) that submits the proposal with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is fair and reasonable. The Government reserves the right to award without discussions or make no award at all depending upon (1) the quality of proposals received and (2) the price fair and reasonableness of proposals received.
