Summary: Background The United States Coast Guard (USCG) Operational Logistics Command (LOG-94) is issuing a Firm-Fixed Price Purchase Order for commercial services to provide temporary lodging for personnel of the USCG Port Security Unit 313. This acquisition is set aside for small businesses and aims to fulfill the lodging needs during reserve drills from July 2026 to June 2027. Work Details The contractor will provide temporary lodging for Coast Guard personnel, specifically: - Total of 270 rooms: 50 single occupancy and 220 double occupancy. - Total number of room nights is 810 during the performance period. - Berthing rosters will be provided by PSU 312 at least 28 days before check-in. - Room types and dates include specific requirements for each month from July 2026 to May 2027, with fluctuations allowed up to 15% on a monthly basis due to operational needs. - All rooms must be non-smoking, include a refrigerator, and provide free Wi-Fi. - Secured parking must be included in the price quote, and dining establishments should be within walking distance (0.5 miles). - The facility must comply with the Hotel and Motel Fire Safety Act of 1990 and maintain a minimum AAA rating of three diamonds. Period of Performance July 16, 2026 - June 30, 2027 Place of Performance Within 10 miles of PSU 313, located at 2000 West Marine View Drive, Everett, WA 98207. Bidder Requirements Bidders must ensure that all berthing facilities meet specified standards including: - Must not participate in government-funded low-income housing programs. - All personnel shall be housed in one single hotel location. - The hotel must have a front desk attendant available 24/7 and ensure rooms are clean and well-maintained upon check-in. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior USCG Port Security Unit 313 temporary lodging awards for the same type of reserve drill berthing services. Specifically, Travel Lodging Group (70Z08425PDL940057, $73,418; 07/17/25–06/30/26) and Dumonde Group (70Z08425PDL940047, $64,384; 07/17/25–06/30/26) both supported “TEMPORARY LODGING FOR RESERVE IDT” for PSU 313 during the immediately preceding period. The current requirement continues the same lodging/berthing function with similar constraints (single hotel location within the local area, room-night coverage for drills), suggesting continuity of service needs from one drill season to the next.
