Background

The City of Athens is issuing a solicitation for the preparation of construction contract plans for the State Route 682/Luhrig-Armitage Road intersection improvement project. This project is Phase II of the State Route 682 / State Route 56 Intersection Improvement initiative, aimed at enhancing pedestrian and bikeway access from the Kershaw Greene housing area to existing city infrastructure. The estimated construction cost for this project is $3,500,000.

Work Details

The contractor will be responsible for the following services: preparation of construction contract plans for a roadway project approximately 1500 feet in length, which includes: - Addition of a roundabout at the State Route 682/Luhrig-Armitage Road intersection - Extension of a shared use path from development to railroad - Construction of new sidewalks and curb and gutter. Additionally, engineering and design-related services must comply with prequalification requirements set by ODOT, including financial management system evaluation. Specific design services required include bicycle facilities enhancement design, complex roadway design, subsurface utility location services, geotechnical engineering services, environmental document preparation, ecological surveys, and various other environmental assessments.

Period of Performance

The plans are to be completed within twenty (20) months from the date of authorization, anticipated to occur in August 2026. The estimated start date for construction is August 2028 with an expected completion by November 2029.

Place of Performance

The contract will be performed in the City of Athens, specifically at the State Route 682/Luhrig-Armitage Road intersection.

Bidder Requirements

Bidders must meet prequalification requirements set by ODOT for engineering and design-related services. Only individuals (not firms) are eligible for right-of-way acquisition services. Additionally, firms included on the current Federal list of suspended or debarred firms are not eligible for selection.
