This event is intended for information and planning purposes only it does not constitute a Commercial Solutions Opening (CSO) or a promise to issue a CSO in the future. This Notice does not commit the Government to contract for any supply or service. The Air Force Reserve is not seeking proposals at this time and will not accept unsolicited proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this event; all costs associated with responding to this event will be solely at the interested party's expense. Not participating or responding to this event does not preclude participation in any future CSO, if any is issued. HQ AFRC/PKA will host a Virtual Industry Day to provide industry partners with an overview of the POM Strategic Prioritization Training and Tool requirement. This event serves the purpose of conducting market research to identify capable sources, as well as solicit feedback on the draft Statement of Objectives and other topics. Background The Air Force Reserve Command (AFRC) is seeking to establish a POM Strategic Prioritization Tool that provides objective and defendable strategic prioritization data for the Program Objective Memorandum (POM) process. This tool is essential for supporting senior leaders' programming decisions and aims to address significant limitations in assigning value to intangible assets within the strategic planning and POM process. The initiative complements ongoing efforts like the 'Rhombus Guardian' dashboard and the Strategy/POM Gameboard. Work Details The contractor will develop a robust data-driven tool that evaluates and prioritizes strategic assets, ensuring data quality and hygiene. Key tasks include: - Developing mechanisms for data integrity and cleanliness. - Accurately identifying and assigning defendable values to tangible assets (physical infrastructure, hardware, weapon systems) and intangible assets (intellectual capital, brand value, strategic alignment scores). - Facilitating objective assessments of intangible assets and conducting opportunity cost evaluations. - Ensuring the tool is continuously updatable and adaptable to changing Air Force Reserve missions while incorporating national-level strategic guidance. - Eliminating bias from the prioritization process through transparent statistical models. - Providing comprehensive training programs, user manuals, and documentation for Government personnel to operate and manage the tool effectively. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance Work will be conducted at a combination of locations including the Contractor's facility, Headquarters Air Force Reserve Command (HQ AFRC) at Robins AFB, GA, and the Pentagon. Some tasks may be performed off-site while others require on-site coordination with the Government Program Manager. Bidder Requirements Bidders must comply with Cybersecurity Maturity Model Certification (CMMC) Level 2 requirements prior to contract award. Contractor personnel must possess an active SECRET facility and personnel security clearance throughout the contract duration. The solution must be compatible with established Air Force enterprise environments, adhere to DevSecOps guidelines, ensure Government Purpose Rights (GPR) for all developed software, support interoperability with existing systems like 'Rhombus Guardian', and comply with accessibility standards under Section 508 of the Rehabilitation Act.
