PCWR LOP AND SCATTER FY26
Background The Bureau of Land Management (BLM) Uncompahgre Field Office is seeking to reduce concentrations of live and dead fuels, specifically Pinyon Pine and Juniper trees, on BLM lands located approximately 10 miles south of Montrose, Colorado. This contract aims to perform lopping and scattering of these trees to enhance forest health and reduce fire hazards. Work Details The contractor will be responsible for lopping and scattering all live and dead Pinyon/Juniper (PJ) trees with a diameter at root collar height (DRCH) ≤ 6 inches and/or that are ≤ 8 feet tall across a project area of 824 acres. Key specifications include: - All live and dead PJ < 6” DRCH and/or all live and dead PJ < 8’ tall will be cut. - Stumps must be no more than 4” tall as measured on the uphill side with no live limbs remaining. - Lower branches on remaining live trees larger than 8’ tall must be pruned to 6’ or 1/3 of the tree height. - Cut material must be scattered a minimum of 50 feet off all roads, trails, and fencelines without leaving concentrated piles. - Trees shall be cut as close to the ground as possible with no live branches remaining, limbed, lopped, and scattered at a height not exceeding 18 inches off the ground. - Hand cutting is required using hand-carried tools; self-propelled cutters/chippers are not allowed. - The project area has slopes up to 10%, with access via county and BLM roads; off-road vehicle travel is prohibited. Period of Performance The work is scheduled to commence no earlier than September 1, 2026, and must be completed by October 13, 2026. Place of Performance The project will take place approximately 10 miles south of Montrose, Colorado, specifically in designated northern and southern units identified by GPS coordinates. Bidder Requirements Bidders must demonstrate relevant experience in similar projects within the past five years as either a Prime Contractor or Subcontractor. They should provide a narrative response detailing their technical capability to meet the specifications outlined in the Statement of Work (SOW), including safety measures, sustainability practices, and risk management strategies. Incumbent Analysis (see Incumbents section for more detail) The prior contract 140L3725P0067 was awarded to Redwood Forestry for $40,303 (09/03/25–05/15/26) for “Indian Spgs./Likely Gulch LOP & SCATTER.” This work appears closely related to the current BLM PCWR LOP AND SCATTER FY26 requirement because it involves lopping and scattering pinyon/juniper fuels in a similar fuels-reduction context, with comparable operational tasks and deliverables (cutting live/dead trees and dispersing material to avoid concentrated piles).
