This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued. Solicitation number 12FPC426Q0033 is issued as a Request for Quotation (RFQ) for performance of an Initial Areawide Market Analysis for USDA NRCS Tennessee and subsequent annual AWMA recertifications or AWMA amendments for each following FY not to exceed 4 additional years. Background The United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) Tennessee State Office is seeking to obtain the services of a Tennessee licensed appraiser to conduct a statewide Areawide Market Analysis (AWMA) for lands under the Agricultural Conservation Easement Program - Wetland Reserve Easement Component (ACEP-WRE). The purpose of ACEP-WRE is to protect, restore, and enhance wetland ecosystems and lands that may include farmed or converted wetlands, degraded wetlands, and agricultural lands affected by hydrologic changes. This contract aims to assist landowners in restoring, protecting, and enhancing wetlands through conservation easements. Work Details The contractor will perform an Initial Areawide Market Analysis for the fiscal year and subsequent annual recertifications or amendments for up to four additional years. Key tasks include: 1. Conducting market analyses compliant with NRCS instructions. 2. Determining proposed market areas and land use types as identified by the NRCS State Conservationist. 3. Delivering AWMA products that must be approved by NRCS staff and compliant with USPAP standards. 4. Providing fair market value (FMV) assessments on a per-acre basis for each identified market area and land use type. 5. Participating in meetings with NRCS to discuss findings, recommendations, and any necessary modifications to the analysis based on market conditions. Period of Performance The contract will commence in mid-June 2026 and will cover an initial fiscal year with options for annual recertifications or amendments for up to four additional years. Place of Performance The performance will take place in the state of Tennessee. Bidder Requirements Bidders must be Tennessee licensed appraisers or obtain a temporary practice permit equivalent to a State-certified general real property appraiser under FIRREA regulations. They must be in good standing with their licensing authority without disciplinary actions in the past five years and demonstrate competency in conducting market analyses compliant with USPAP.
