Background

The Office of Management and Enterprise Services (OMES) Central Purchasing division is seeking responses from potential suppliers to develop a comprehensive agency-wide 2028-2032 Strategic Plan. Additionally, the goal is to evaluate Oklahoma’s current 2023-2027 Library Services and Technology Act (LSTA) five-year plan. The new LSTA five-year plan should complement the Strategic Plan, aligning with the mission of the Oklahoma Department of Libraries (ODL).

Work Details

The contract involves four phases: 1. **Assessment**: Conduct a comprehensive review of existing agency documentation, including the current mission, vision, values, statutory roles, strategic plans, and environmental landscape analysis. Deliverables include a summary of findings, SWOT analysis, and raw data. 2. **Statewide Stakeholder Engagement**: Engage stakeholders such as grant recipients, public libraries, state agency staff, and community organizations to inform the strategic plan. Deliverables include a Stakeholder Engagement Report detailing methodologies used and themes identified. 3. **LSTA Evaluation**: Evaluate Oklahoma’s LSTA Five-Year Plan for compliance with IMLS requirements. By November 1, 2026, provide preliminary evaluation findings; by March 1, 2027, submit a final evaluation report. 4. **Strategic Plan Development**: Develop the Five-Year ODL Strategic Plan for July 1, 2027 - June 30, 2031 and the Five-Year LSTA Plan for October 1, 2027 - September 30, 2031 based on previous findings. Deliverables include frameworks for both plans by March 1, 2027 and comprehensive plans by May 3, 2027.

Period of Performance

The contract will commence upon award and is expected to run through May 3, 2027.

Place of Performance

The work will be performed in Oklahoma as specified by the Oklahoma Department of Libraries.

Bidder Requirements
