Background

The Commonwealth of Kentucky, through the Finance and Administration Cabinet, is issuing this Request for Proposal (RFP) on behalf of the Kentucky Department of Education (KDE). The purpose of this RFP is to solicit proposals for a college admissions examination that will assess all grade eleven public school students in Kentucky in English, reading, mathematics, and science during the spring of each school year. Work Details

The vendor will provide a comprehensive college admissions examination service which includes: 1. Development and administration of an online college admissions examination as the primary assessment option, with paper-and-pencil alternatives available for students requiring them due to disabilities or extraordinary circumstances. 2. A detailed project plan including critical key activities such as scheduling, material ordering, test administration dates, and reporting timelines. 3. Management of registration processes including Pre-ID file layouts and enrollment data management. 4. Provision of training materials and manuals for district and school personnel on test administration procedures. 5. Implementation of a customer service system providing Tier 1, Tier 2, and Tier 3 support during testing periods. 6. Development of test blueprints and item specifications ensuring alignment with Kentucky Academic Standards. 7. Regular communication with KDE staff regarding project status, issues resolution, and updates on assessment processes.

Period of Performance

The contract period will commence upon execution and is expected to cover multiple academic years with specific timelines established for each assessment cycle.
