Principal Mentoring Leadership Framework

Background

The Office of Superintendent of Public Instruction (OSPI) in Washington State intends to award a sole source contract to the Washington School Principals Education Foundation (AWSP) to support the statewide implementation of the Teacher and Principal Evaluation Program (TPEP). The goal of this contract is to provide professional development for superintendents, principal evaluators, and principals. This includes training for evaluators and a principal mentoring program aimed at strengthening TPEP across the state.

Work Details

The contractor will perform the following specific duties: 1. **State System Oversight**: Collaborate with other framework lead contractors to provide guidance on implementing the revised educator evaluation system. Participate in up to seven collaborative state-level meetings focusing on training evaluators and ensuring consistency in implementation. 2. **Technical Assistance**: Provide technical assistance to the TPEP Steering Committee as needed. 3. **Principal Student Growth Goal Revision Project**: Support up to fifteen pilot districts in implementing revised Student Growth Goal language, facilitate site visits, summarize findings, and convene a workgroup for feedback review. 4. **Final Printed AWSP Leadership Framework Version 4.0**: Print and distribute at least 4,000 copies of the revised framework. 5. **Principal/Assistant Principal Evaluation Readiness Course**: Design an asynchronous professional learning course centered on the AWSP Leadership Framework for principals and assistant principals preparing for evaluations.

Period of Performance

The contract period is from July 1, 2026, through June 30, 2027.

Place of Performance

The services will be performed throughout Washington State.

This is a sole source contract intended for the Washington School Principals Education Foundation DBA Association of Washington School Principals (AWSP). No other businesses are authorized to provide these services.
