DCSA's entity Vetting Directorate (EV), and Counterintelligence (CI) Directorate, are seeking information for potential sources of a business analytical capability able to link data, news, market research and analytics, to identify trends, connections, supply chains, ownership, leadership, interlocking corporate relationships, business operations, financial viability, industry position, merger and acquisition activity (M&A), and identify risk in the commerce and financial community for domestic and international companies to support national security. HS0021-21-C-0009 Contract Type: FFP Incumbent and their size: Bloomberg L.P., 20,000 employees; Bloomberg Professional Services for the Intelligence Community Method of previous acquisition: Sole source Bloomberg Finance L.P. is the sole designer and developer of Bloomberg Professional Service for the Intelligence Community, which provides aggregated and proprietary business intelligence across industries and global markets spanning 10 major sectors and more than 135 industries to provide insights into performance, thematic issues, profitability, valuation drivers, and emerging markets. Desired capability start date is September 29, 2026. Users will access this capability from U.S. government resources within the continental United States.

REQUIRED CAPABILITIES

The Defense Counterintelligence and Security Agency's (DCSA) Entity Vetting Directorate (EV) has a need requiring a software that identifies potential sources which provide a comprehensive, data-driven business analytical solution to support national security objectives. The desired capability must enable analysts to review and link disparate financial, corporate, and personnel data points via a single access point to bolster their understanding of risk within the commerce and financial community. Crucially, the tool must aggregate news, supply chain and industrial sector analysis, corporate structure data, litigation materials, market insights, and deep financial analysis-including debt, fixed income, equity sales, and asset management-predominantly for publicly traded foreign and domestic entities. By synthesizing these diverse datasets, the platform must allow EV analysts to uncover connections; evaluate ownership, leadership, interlocking corporate relationships, and business operations; assess financial viability; track merger and acquisition activity (M&A); and identify overarching trends and risks across global markets and supply chains.

SPECIAL REQUIREMENTS

- Must be ISO 9001 certified. - Searched information must not be retained, tracked, or made accessible to third parties. - All persons supporting engagement with DCSA must be U.S. citizens.

SOURCES SOUGHT

The anticipated North American Industry Classification System Code (NAICS) for this requirement is 519290 (https://www.naics.com/search/), with the corresponding size standard of $30.0 million (https://www.sba.gov/document/support--table-size-standards). This Sources Sought Synopsis is requesting responses to the following criteria ONLY from small businesses that can provide the required services under the NAICS Code. To assist DCSA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to partner or subcontract in order to meet each of the requirement areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed partner/subcontracting would be combined to meet the specific requirements contained in this announcement.
