Combined Synopsis/Solicitation for DDE 1st Year Instructor 26-31 at the United States Army War College, Carlisle Barracks, PA. The solicitation is issued as a Request for Quotation (RFQ) pursuant to RFO FAR 12.201-1. This solicitation is NOT being evaluated using FAR Part 15 procedures. This is a Total Small Business Set Aside. The small business size standard is $34,500,000.00. All questions shall be submitted via e-mail to the POC's for this requirement and they will be responded to on an amendment to this solicitation. Questions should be submitted by 1 June 2026 at 0800 EDT. Questions submitted after that date may not be addressed. This RFQ is to replace contract W91QF021P0023. There is only ONE (1) position to be filled for this solicitation. There is a similar RFQ, W91QF025Q1005, running concurrently. Vendors may choose to quote for both with the same candidate(s), however, if the candidate(s) is/are selected for both, which solicitation will be awarded will be at the Government's discretion.

Background The United States Army War College (USAWC) is issuing this solicitation for a non-personal service contract to provide faculty instructors for the Distance Education Program (DEP) in the First Year Studies Program. The goal of this contract is to facilitate the delivery of accredited, blended online and resident courses over two academic years, which includes core courses and comprehensive exams. The program also accommodates International Fellows who participate alongside U.S. students, requiring additional support as needed. Work Details The contractor shall provide up to 2 Faculty Instructors and Evaluators for the DEP. Responsibilities include: - Development, instruction, and evaluation of five online courses and two resident courses. - Evaluation of student performance in online discussions, experiential activities, papers, writing projects, and seminars. - Facilitation of regional studies, comprehensive exams, online electives, or experiential learning activities such as exercise simulations or staff rides. - Compliance with quality control measures as outlined in the Quality Assurance Surveillance Plan (QASP). - Adherence to recognized U.S. holidays and operating hours for task completion.
