Radio Assessment and Support Services

Background

The City of Denton, Texas, is seeking qualified firms to provide Radio System Assessment and Support Services. The purpose of this Request for Proposal (RFP) is to evaluate the current status, goals, and outcomes of the Denton Land Mobile Radio System, which supports public safety departments and other city departments. The awarded firm must demonstrate substantial experience in Land Mobile Radio (LMR) systems and possess a proven track record of delivering innovative and cost-effective solutions.

Work Details

The scope of work includes evaluating existing operational equipment performance, antenna performance, RF propagation, operational procedures, documentation availability, FCC licensing, and programming software. The work is divided into ten tasks: 1) Evaluation of all radio systems including FCC Authorizations; 2) Infrastructure performance verification of radio sites; 3) System console performance verification; 4) Sampling of mobile and portable radio review; 5) Evaluation of operational procedures; 6) Propagation study of existing and proposed radio coverages; 7) Identification of any antenna pattern distortions; 8) Evaluation of the City’s radio system documentation and confirmation that programming software matches the radios; 9) Verification that the radio system infrastructure equipment is properly grounded; 10) Measurement of ground resistance at tower sites. Additional services may include preventative support services and training for City staff.

Period of Performance

The contract will be effective for one year from the date of award, with options to renew for two additional one-year periods. The total duration may extend up to six months beyond the initial term if necessary.

Place of Performance

Services will be performed at various locations within the City of Denton, Texas.

Bidder Requirements

Bidders must have a minimum of five years' experience in LMR systems specifically related to Public Safety P25 systems. Required certifications include FCC General Radiotelephone Operator License (GROL), Public Safety Distributed Antenna System (DAS) Certification, Radio Frequency Interference Mitigation (RFIM), Line Antenna Sweep (LAS), Passive Intermodulation (PIM), and In-Building Public Safety Communications (IB-PSC). Firms must also be registered in the State of Texas.
