Background

The Wisconsin Department of Health Services (DHS) is seeking proposals for the administration of telephone survey data collection and related tasks for the Behavioral Risk Factor Surveillance System (BRFSS). The BRFSS is a critical source of public health data in Wisconsin, used to estimate health characteristics and practices of the non-institutionalized adult population. Established in 1984, it collects data on health-related risk behaviors, chronic health conditions, and preventive services. The goal of this contract is to ensure effective data collection to support public health initiatives.

Work Details

The contractor will be responsible for conducting telephone interviews with a target of 10,000 completed interviews per year, utilizing both landline (20%) and cellphone (80%) numbers. Interviews will be conducted in English and Spanish, averaging 29 minutes each. The contractor must adhere to CDC protocols for data collection, including programming the survey instrument into a Computer Assisted Telephone Interviewing (CATI) system, ensuring data quality through monitoring at least 5% of interviews, and submitting monthly call data to CDC and DHS. The contractor must also ensure confidentiality and security of respondent data.

Period of Performance

The contract will be effective for two years from the date indicated on the purchase order or execution date, with an option to renew for three additional one-year terms.

The services will be performed within the State of Wisconsin.

Bidder Requirements

Vendors must have at least three years of experience conducting BRFSS surveys according to CDC protocols. They must possess adequate infrastructure and staffing capacity to meet survey goals. Additionally, vendors are required to register on the State's eSupplier System and comply with any necessary certifications such as Minority-Owned Business Enterprise (MBE) or Disabled Veteran-Owned Business Enterprise (DVB).
