The Commander Fleet Readiness Centers (COMFRC) Procurement Group (CPG), on behalf of the Fleet Readiness Center Southeast (FRCSE) aboard Naval Air Station (NAS) Jacksonville, FL and its remote sites at Naval Station (NS) Mayport, FL, Cecil Commerce Center (Cecil Field) in Jacksonville, FL, NAS Oceana, VA, and NS Norfolk, VA, announces its intention to procure Production Support Services (PSS) for the aircraft lines and associated repair shops. This serves as a Market Research tool to identify potential and eligible firms, of all sizes, prior to determining the method of acquisition and issuance of a formal solicitation. The results of this Sources Sought will be used to determine if any Small Business Set-Aside opportunities exist. Additionally, this Sources Sought is intended to gather constructive feedback from industry to help improve the impending Request for Proposal (RFP). This procurement of PSS is for the aircraft lines and associated repair shops referenced above. This requirement is a follow-on to an existing contract, the details of which are provided in paragraph 3b of the attached Sources Sought PSS Follow-On notice. Background The Commander Fleet Readiness Centers (COMFRC) Procurement Group, on behalf of the Fleet Readiness Center Southeast (FRCSE) at Naval Air Station (NAS) Jacksonville, FL, and its remote sites, intends to procure Production Support Services (PSS) for aircraft lines and associated repair shops. This solicitation serves as a Market Research tool to identify potential firms of all sizes before determining the acquisition method. The results will help assess Small Business Set-Aside opportunities and gather industry feedback to improve the upcoming Request for Proposal (RFP). This procurement is a follow-on to an existing contract with no significant changes in scope or complexity. Work Details The Production Support Services (PSS) will include tasks such as Material and Tool Management, Production Control, Logistics, and Distribution Services necessary for ensuring the continuous flow of mission-essential parts and components to Depot Level Maintenance (DLM) production lines. The contract is anticipated to be a Single Award IDIQ contract with CLINs for Labor, procuring Non-Performance based Level of Effort augmented services for approximately 290,000 man-hours per year over five years. The estimated number of Full Time Equivalents (FTE) required is approximately 149 per year. Jacksonville accounts for 90% of man-hours and FTEs, while Oceana/Norfolk accounts for 8%, and CASS/PEMA accounts for 2%. Special requirements include security clearance for personnel and specific certifications detailed in the Draft SOW. Period of Performance The period of performance is expected from April 21, 2027, to April 20, 2032.
